NCT Project Team Operations Manager

Annual salary: $ 127,900.00 - 161,800.00

What you'll do

The Senior Manager, plays a critical leadership role on a large-scale construction program, responsible for orchestrating

project-wide operational support, governance coordination, stakeholder engagement, regulatory liaison, and resource

planning. This position ensures that project offices, people, processes, and governance structures operate smoothly and

cohesively to support successful delivery of the program.

The ideal candidate is an experienced leader with strong organizational, communication, and stakeholder management

skills, capable of working across complex teams and maintaining high standards of compliance, continuity, and operational

efficiency.

Key Responsibilities

1. Project Office & Facility Operations

  • Oversee project office operations, including space planning, maintenance, vendor coordination, and office services.
  • Partner with corporate Properties teams to ensure facility readiness, office safety, and long-term space planning for field

offices.

  • Coordinate district office use, including defining operational needs, desk allocations, and drop in requirements for project

teams.

2. Workforce & Team Support

  • Oversee project-wide labour relations strategy, collaborate with the Labour Relations/Workforce team to support labour

strategy, workforce planning, and relationships with union and non-union stakeholders.

  • Lead the project on boarding and off boarding process, ensuring seamless integration and transition of staff and

contractors.

  • Manage internal communications, including staff updates, newsletters, leadership messages, and organization-wide

announcements in collaboration with the communications team.

  • Plan and execute team events, town halls, strategic planning sessions, and quarterly business reviews.

3. Governance, Reporting & Decision Management

  • Coordinate governance activities for the project, ensuring timely preparation of materials, agendas, and reports for

leadership and the General Partner.

  • Manage the Senior Technical Review Committee, including scheduling, briefing documents, decision facilitation, and

follow-up actions.

  • Maintain project decision records, ensuring transparency, traceability, and compliance with program governance

frameworks.

  • Oversee the project-wide reporting function and ensure accurate, timely reporting across internal and external

stakeholders.

4. Regulatory & Compliance Oversight

  • Serve as the key contact and liaison for NCTL with BC Hydro regulatory team, maintain strong working relationships and

ensuring compliance with regulatory requirements.

  • Support regulatory submissions, audits, inspections, and information requests in coordination with technical and legal

teams.

5. Business Continuity & Emergency Preparedness

  • Lead the development and maintenance of business continuity plans and emergency response procedures for project

offices.

  • Coordinate training, drills, and readiness activities to ensure operational resilience and staff safety.

6. Resource Planning & Cross Functional Coordination

  • Drive coordinated resource planning across all project teams, ensuring alignment of staffing, office space, technology

needs, and operational support.

  • Work closely with functional leads to identify risks, gaps, inefficiencies and dependencies in workforce and resource

planning.

  • Optimize project travel resources and practices for cost efficiencies across teams.

7. Consultant Management

  • Manage onboarding, performance oversight, and coordination of external consultants, advisors, and professional service

providers.

  • Ensure contract compliance, clear scope definition, and effective integration with internal project teams.
  • Lead project engagement with regional health agencies and coordination with project health service contractors.
  • Engage and manage specialized consulting or contractor services

What you bring

Qualifications and Experience

  • Bachelor’s or Master’s degree in Business Administration, Engineering, Planning, Project Management, or related field.
  • 5 years progressive experience in a major project team environment
  • 10+ years of progressive experience in program operations, project administration, or governance roles within

construction, engineering, infrastructure, or similar sectors.

  • Demonstrated experience supporting complex, multi disciplinary project teams.
  • Strong understanding of governance processes, regulatory interfaces, and reporting frameworks.
  • Exceptional communication, leadership, and stakeholder relationship skills.
  • Ability to thrive in a fast-paced environment with shifting priorities and multiple concurrent initiatives.
