JOB SUMMARY

Delivers projects with an appropriate, suitable and acceptable level of construction and overall quality, to achieve the project's objectives in compliance with AACPS standards while working within scope, budget and schedule parameters established for the project. Develops, maintains, and manages a highly functioning, responsive, and collaborative team of construction project management staff. Supports the overall success related to department efforts in support of school district goals and strategic initiatives.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Provides oversight, guidance, direction, training, coaching, supervision, and support for construction staff on projects, facility construction activities/initiatives, and school district construction standards during various construction project management phases. Provides construction planning, management and coordination support.
  • Monitors consultant and contractor compliance with project plans, specifications, AACPS standards, policies and procedures, established industry construction standards, project schedules, project budgets and School District strategic goals.
  • Collaborates internally with administrative and fiscal staff for administrative, reporting, and fiscal activities relative to projects.
  • Provides detailed reviews of drawings and specifications for errors, omissions, constructability, code and value engineering issues prior to final approval and bidding.
  • Communicates and collaborates with school district and external departments/agencies to support project construction and delivery, and regular updates.
  • Attends and oversees staff attendance at project meetings and construction site visits, responds to site visit issues, and inspects all phases of work prior to final occupancy.
  • Provides input and recommendations regarding initiatives, strategic planning and direction, policies, procedures, standards, quality control procedures, contracts, and collaboration with other departments/external entities.
  • Prepares detailed reporting metrics on existing projects, resource allocations, project status completion statistics, and variance to plan and forecast future needs.
  • Investigates complaints of operational failures and warranty issues, initiate corrective measures, and inspects buildings during warranty period.
  • Responds to emergency situations.

Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS

Education

  • Bachelor's Degree in Construction Management, Architectural, Mechanical or Electrical Engineering, or related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • Five (5) years successful professional experience in building construction work, and directly managing facilities, maintenance, infrastructure, and construction projects (limited scope and large institutional projects) required; and
  • Three (3) years experience in a supervisory or management role required; and
  • One (1) year construction management as agent and innovative project delivery methodology experience in the areas of design-build or public private partnerships preferred;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

  • Demonstrated knowledge of design and construction issues affecting the delivery of large, complex facilities.
  • Demonstrated knowledge of procedures, regulations and laws pertaining to construction related contract matters.
  • Demonstrated knowledge of applicable construction related building, fire, electrical, ADA and OHSA regulations.
  • Demonstrated successful experience in managing large (>$100 million/project) complex construction projects with multiple prime contractors safely, on time, and within budget.
  • Knowledge of all aspects of facility upgrades and maintenance, such as reclaiming, transforming, modernizing, designing, and constructing.
  • Knowledge in the areas of preventative and corrective maintenance, design, procurement, construction, project controls, quality, and safety.
  • Ability to self-direct and function with ease as part of a team.
  • Demonstrated organizational skills and ability to manage multiple priorities.
  • Demonstrated strong interpersonal skills, and excellent written and verbal communication skills.
  • Demonstrated effective managerial experience.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Licenses and Certifications

Employee must retain active licenses, certifications, and enrollment as a condition of employment.

  • Upon hire, Architect License. If issued by another state; must obtain within 1 year, a Maryland Architect License issued by Maryland Board of Architects required; or
  • Upon hire, Professional Engineer License. If issued by another state; must obtain within 1 year, a Maryland Professional Engineer License issued by Maryland Board for Professional Engineers required; or
  • Upon hire, Certified Construction Manager (CCM) issued by Construction Management Association of America (CMAA) required; and
  • Upon hire, Project Management Professional (PMP) Certification issued by Project Management Institute (PMI) preferred; and
  • Within 1 year, obtain Occupational Safety and Health Administration (OSHA) 1912 - 30 Hour Certification issued by Occupational Safety and Health Administration (OSHA) required.
  • Upon hire, Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Proof of a good driving record required.
  • Daily access to reliable transportation.
