Federal Budget SME

Andrew Morgan, LLC is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified Federal Budget SME to support a potential contract award with a DoD Client. This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.

RESPONSIBILITIES:

• Provide subject matter expertise on Federal budget formulation and execution.
• Advise project leadership on Government Performance and Results Act (GPRA), GPRA Modernization Act, and Foundations for Evidence-Based Policymaking Act requirements.
• Support assessments of budget, performance, and evidence processes and their relationship to organizational effectiveness.
• Provide technical input to strategic planning, organizational assessment, and workforce planning activities.
• Review project deliverables to ensure recommendations align with Federal budget, performance, and evidence requirements.
• Participate in executive meetings, workshops, and briefings, providing strategic guidance on Federal budget and performance processes.
• Support development of recommendations that strengthen organizational performance, accountability, and evidence-informed decision making.

 REQUIREMENTS: 

• Bachelor's degree in Finance, Accounting, Economics, Public Administration, Public Policy, Business Administration, or related field.
• 8+ years of experience supporting Federal budget formulation and/or budget execution.
• Demonstrated knowledge of:
  • Federal budget formulation and execution.
  • Government Performance and Results Act (GPRA) and GPRA Modernization Act.
  • Foundations for Evidence-Based Policymaking Act.
  • Federal strategic planning and performance management.
  • Budget, performance, and evidence integration.
• Experience advising senior Federal leaders or executives.
•  Excellent written and verbal communication skills.

SALARY:

Salary is commensurate with both location and experience.
