Summary

The Supervisor, Total Compensation is responsible to provide oversight and support for the administration of all compensation and benefits functions ensuring compliance with collective agreements and legislation. Provides consultative guidance to members and management in the interpretation and communication of total compensation policies, programs and practices.

You Will:

  • Oversees the effective and efficient administration of the Compensation system, ensuring compliance with applicable legislation and collective agreement provisions, including contract interpretation and conflict resolution. Ensures member activity is accurately reflected on the Human Resources Information System (HRIS) and transactions are accurately processed.
  • Supervises the Benefits Administration function, which includes the annual benefits renewal, the monthly benefit premium payments, cost analysis, and benefit policy communication. Ensures benefits are delivered in compliance with collective agreements, legislation and the master benefit carrier contract.
  • Oversees the OMERS pension administration process by providing timely, accurate OMERS information and guidance on the Services’ retirement and retiree benefit processes and procedures.
  • Oversees the administration and statistical reporting of occupational and non-occupations absences.
  • Supports the effective management of the compensation and benefits modules of the HRIS system, ensuring data integrity.
  • Researches and assists with the development of policies and procedures relating to compensation and benefits administration.
  • Ensures the accuracy of position data and the organizational hierarchy on HRIS. Oversees the

compilation of various management reports.

  • Actively supports team operations during high workload or peak demand periods by performing tasks typically assigned to Total Compensation team members, ensuring timely completion of deliverables and maintaining service standards.
  • Supervises the daily and weekly activities and key deliverables of Total Compensation team members, providing for staff development and training, establishing performance standards and conducting performance evaluations, with direct input into hiring decisions and taking responsibility for team results.
  • Participates in the civilian job evaluation function by actively supporting the joint job evaluation process and ensuring the integrity, legal compliance and effective delivery of the job evaluation systems and programs.
  • Performs audit reviews and identifies incorrect or missing information. Troubleshoot HRIS issues and errors arising from audits and/or external requests.
  • Performs queries and produces HRIS reports as required, and develops and maintains HR metric information to inform key decisions impacting the entire organization.
  • Participates as a key player in the implementation of future system upgrades and relevant modules.
  • Provides backup coverage for day-to-day tasks in Manager’s absence, ensuring timely communication and proper escalation where required.
  • Provides coaching, guidance, and support to foster engagement and development.
  • Fosters a positive, supportive, and collaborative team approach, manages conflict and addresses developmental performance progression.
  • Performs additional duties as assigned.

You Have:

  • Knowledge of Human Resources principles and legislation, normally acquired through the successful completion of a bachelor’s degree in a Human Resources, Finance, Business Administration and/or related discipline.
  • At least four (4) years of progressive experience in compensation and benefits, with demonstrated work experience in pension and benefits coordination and job evaluation administration, is required.
  • One (1) year of formal leadership and team building experience; normally obtained through practical and continuous experience supervising the work of others, preferably in the hiring, performance development and training of staff members is required.
  • Certified Compensation Professional (CCP) or Certified Employee Benefits Specialist (CEBS) designation is preferred.
  • Public sector experience in a unionized environment is considered an asset.
  • Knowledge of benefits administration policies and procedures, the Employment Standards Act, comprehensive knowledge of OMERS regulations, the Income Tax Act, Pay Equity, WRPS collective agreements and benefit provider provisions for collective agreements, terms of reference and job evaluation plans.
  • Previous hands-on experience utilizing an HRIS and pension and benefits administration is required; intermediate knowledge of Microsoft Office programs, including Word, Excel, PowerPoint and Outlook.
  • Financial and analytical skills; ability to calculate and analyze data related to total compensation.
  • Excellent written communication skills that produce clear, well-structured and coherent reports and other communications, with relatable metrics and/or recommendations.
  • Excellent time management and organizational skills; self-directs and prioritizes multiple initiatives, monitors progress towards goals and tracks details, data, information and activities in a fast-paced environment.
  • Strong critical thinking and problem-solving skills to comprehend issues and feedback, conduct data analysis and formulate recommendations.
  • High level of accuracy, attention to detail, and understanding of Total Compensation processes as it relates to compliance and collective bargaining.
  • Ability to read and interpret Police Services Board/Committee reports, Federal and Provincial legislation and guidelines, technical proposals, policies and procedures, Letters of Understanding, Terms of Reference and legal agreements.
  • A valid Class ‘G’ Ontario Driver’s License with no more than six (6) demerit points.
  • Ability to meet police security clearance requirements and maintain confidentiality.
  • Ability to meet testing requirements for the position.

You Are:

  • Responsible for the supervision and review of the work of the Abilities Management Coordinator, Pension and Benefits Coordinator, Mail Clerk and Total Compensation Analyst.
  • Ability to maintain service levels during high volume.
  • Responsible for providing information, guidance and direction to employees regarding total compensation practices and processes.
  • Responsible for maintaining a high level of confidentiality and sensitivity in all interactions and

correspondence.
