This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
Reporting to the Manager, Special Projects, the Project Manager is responsible for ensuring the business needs and outcomes for project delivery are achieved as per the business case. They will manage and lead Critical Security System and Operating Technology upgrade projects as assigned, performing project management and business analysis functions as required to ensure timely, on-budget and effective selection, acquisition, and implementation of new or revised security systems for Toronto Community Housing (TCHC) in partnership with our, consultants, vendors and our clients which include the managers, staff and subsidiaries of TCHC. The Project Manager will be responsible for planning and implementing assigned projects, the project management governance, tools and templates to assist in the delivery of an enterprise-wide Program Management methodology & system Integration within Building Security Systems, Smart Buildings & Energy Management and Facilities Management.
What you'll do
- Manage assigned project teams including allocation of approved staff resources, delegating, scheduling and prioritizing of staff workloads to ensure project deliverable are met
- Research, analyze and assess potential projects as assigned, working with stakeholders and appropriate TCHC staff to produce business cases, project scope documents, project plans and deliverables
- Manage project partnerships with internal and external stakeholders, vendors, service providers, Senior Management teams, TCHC Business Units.
- Prepare project plans by producing detailed project scopes, objectives, deliverables, forecasts, work breakdown structures, project charters & project timelines, work plans and by ensuring implementation, contingency, risk management and mitigation, communications, quality assurance & staffing plans are completed.
- Ensure stakeholder signoff / approval is obtained at each step of Project Management Life Cycle.
- Experience with security system design, electronics engineering, project governance and structure, as well as project tools and templates
- Conducts routine site inspections, approves progress and resolves all deficiencies.
- Effectively manage the allocation of project budgets and forecasts dedicated to the delivery of assigned projects and ensuring that cost control criteria are met.
- Perform project control / tracking / reporting by ensuring that day-to-day management of project working groups, including assigned staff, is conducted
- Schedule and conduct project meetings, progress updates including technical team, working groups, and steering committee.
- Ensure adherence to applicable safety standards and codes, project specifications and standards.
- Ensure appropriate project governance is in place
- Ensure stakeholder satisfaction throughout project lifecycle.
- Engage in timely quality assurance reviews of projects, vendors and suppliers.
- Ensure timely procurement, delivery and tracking of all materials for projects.
- Manages system testing and conducts final commissioning on a timely basis.
- Ensure proper documentation and as-built drawings for each project.
- Prepares reports for monitoring project costs, approves invoices, justifies and approves change orders when required.
- Plan and manage multiple projects on-time and on-budget
- Research, review and prepare advice and reports on project management trends and issues
- Preparation of RFP’s, RFQ’s, or RFI’s.
- Any other responsibilities as assigned by the Facilities Manager, Security Systems, Manager, Special Projects, and Facilities Management division
What you'll need
- University degree in Business Administration, Electronics Engineering, or Computer Science or related field with an emphasis on program and project management, or an equivalent combination of education, training, and experience
- Project Management Institute, Project Management Professional (PMP) designation is preferred
- Minimum 7 + years’ program management experience in delivering diverse large-scale projects such as the implementation of multi-year building security systems (CCTV, Access Control, Alarm Intrusion, Intercom Systems, Maglocks), operating technologies, and information technology/cloud integration projects, incorporating both capital and operating components
- Previous experience being a Lead PM in security system, operating technology, information technology upgrades, and cloud system integration projects.
- Experience with integration of key building security system components, other operating technologies and associated cloud-based systems.
- Excellent knowledge of and implementation of Project Management governance, key project management methodologies, tools, templates and project documentation for successful project deliverance.
- Must have excellent knowledge of the principles and practices of both traditional and agile project management methodologies and demonstrated ability in monitoring, reviewing and reporting on major projects.
- Must have excellent communication, team building skills, listening, coaching, group facilitation and conflict resolution skills
- Supervisory or managerial experience
Extensive knowledge in security systems such as CCTV, Access Control, analysis and problem resolution within security system and operating technology projects
- Excellent budget and risk management skills
- Experience leading vendor management and contract negotiations
- Strong presentation, writing, and/or training skills
- Experienced meeting facilitator
- Excellent interpersonal and oral / written communication skills and client relationship skills
- Analytical ability with excellent attention to detail
