Job Description
Tidewater is seeking an experienced Quality Control Manager (QCM) to support federal construction projects throughout the NAVFAC Washington Area of Responsibility. The QCM will serve as the lead quality representative for assigned projects and be responsible for ensuring all construction activities comply with contract requirements, specifications, and federal quality standards. Projects may include renovations, facilities modernization, civil improvements, and interior and exterior construction across military and government installations.

Key Responsibilities
Quality Control Program Management
- Develop, implement, and maintain project-specific Quality Control Plans in accordance with contract requirements.
- Manage and administer project quality programs throughout all phases of construction.
- Ensure compliance with project drawings, specifications, UFC/UFGS standards, and contractual requirements.
- Establish and maintain quality procedures and inspection processes.
Three-Phase Quality Control Process
- Conduct and document Preparatory, Initial, and Follow-Up inspections.
- Coordinate required inspections with project teams, subcontractors, and government representatives.
- Monitor ongoing work activities to verify compliance with approved standards.
- Identify quality deficiencies and implement corrective actions.
Documentation & Reporting
- Maintain project quality records and documentation including:
- Daily quality reports
- Deficiency logs
- Punch lists
- Testing documentation
- Inspection reports
- Material certifications
- Corrective action documentation
- Prepare quality status reports and provide updates to project leadership.
Contract Compliance
- Review construction drawings, specifications, RFIs, and submittals for compliance.
- Coordinate and monitor testing requirements and third-party inspections.
- Verify materials and installed systems meet contract requirements.
- Assist with project closeout and turnover documentation.
Team Coordination
- Coordinate with Project Managers, Superintendents, SSHOs, subcontractors, and government stakeholders.
- Participate in project meetings and quality planning discussions.
- Support project teams in resolving quality issues quickly and effectively.
Qualifications
Required Experience
- Minimum 5–10 years of construction experience.
- Minimum 3–5 years serving as a Quality Control Manager on federal construction projects.
- Experience supporting projects involving:
- Renovations
- Civil/site improvements
- Interior construction
- Exterior construction
- Facility modernization
Federal Construction Experience
- Prior experience supporting federal agencies such as:
- NAVFAC
- USACE
- DHA
- GSA
- OBO
- Other government agencies
- Thorough understanding of federal construction processes and quality requirements.
Required Certifications
- Current CQM-C Certification (Construction Quality Management for Contractors)
Preferred Certifications
- OSHA 30
- EM-385 familiarity
- CPR/First Aid
- Additional construction or safety certifications
Technical Skills
- Experience with RMS/QCS systems preferred
- Strong understanding of construction drawings and specifications
- Proficiency with Microsoft Office Suite
- Knowledge of scheduling software and construction management systems preferred

Requirements
- 10+ years’ experience supervising commercial, institutional, or federal construction projects; 5 years’ experience as a QC Manager on United States Military or Federal agency construction contracts of comparable cost, type, and complexity.
- Experience with RS Means as an estimating tool is a plus
- Proficiency with construction software (Procore preferred), MS Project or Primavera, and Microsoft 365.
- OSHA 30 (or ability to obtain within 30 days) and current First Aid/CPR.
- Have familiarity with safety standards listed in EM 385 1-1 and/or OSHA 1926
- Valid driver’s license; ability to pass pre-employment drug screen and DHS/FLETC background/suitability for site access.
- Physical ability to conduct field walks, climb ladders, and lift up to 50 lbs intermittently.
