Position Summary

The position of Utility Worker I is a multipurpose, semi-skilled position within the Department of Public Works, operating under general supervision of the Director of Public Works, which supports the Infrastructure Division. The Utility Worker I will be assigned initially to either the Water Distribution Systems Crew (Water) or the Wastewater Collection Systems Crew (Sewer), although extensive cross-training between the Systems and support of both crews is required. The Utility Worker I is responsible for the maintenance, repair and service activities related to the existing in-situ infrastructure. Requires working on-call rotations with responsibility to respond to existing utility breaks and/or emergency utility locates and repairs. This position reports to the DPW Infrastructure Coordinator, with additional duties as assigned by the Director of Public Works.

Essential Functions

Water Distribution Systems (Water Crew)

• Is well-versed and/or able to be trained in the use of tools, equipment, fittings and various types of pipe material used throughout the system to accomplish installations and repairs, including replacing and installing fire hydrants, main valves, water mains, service lines, sleeves, saddles, clamps, etc.
• Performs flow tests, leak surveys, shut-downs, utility locates, basic water quality tests and valve maintenance.
• Operates both electronic locating devices and a personal computer; deciphers and updates utility maps and accurately identifies placement of locate valves, service lines and mains in the field.
• Works occasional overtime as required for emergency situations.

Wastewater Collection Systems (Sewer Crew)

• Is able to be trained in operating the Vactor truck which is used as a valuable prevention tool, and safely and responsibly operates this expensive commercial vehicle in order to clear existing blockages of sewer lines.
• Utilizes the Town’s existing sewer camera to log the in-situ condition of the sanitary sewer and stormwater lines in order to assess the conditions of the lines.
• Learns job set-ups and ensures work is being done in a safe, time-effective, and quality manner.
• Works overtime as necessary 24/7, including performing system on-call duties and responding to after-hours/weekend emergency utility situations as they arise, including emergency utility locates and repairs.

Wastewater Distribution and Collection Systems (Water and Sewer Crews)

• Uses good judgment and utilizes safe work practices and safety equipment and at all times.
• Backs up DPW during vacations, busy times, snow events, etc.
• Must be on call for snow emergencies to provide assistance in the snow removal program.
• Generally works 7:30 a.m. – 4:00 p.m., Monday through Friday; available for overtime hours.

Performs other duties as assigned within the DPW.

Knowledge, Skills, and Abilities

• Ability to read, write and to understand verbal and written instructions.
• Ability to communicate effectively both verbally and in writing and via computer, and to perform effectively as a team member.
• Ability to visually read information on the water meters.
• Working knowledge of data entry and basic arithmetic and the ability to accurately record computations.
• Possess mechanical ability. Preferred: Ability to operate a backhoe and excavate carefully, without damaging existing marked utilities.
• Ability to multi task.
• Performs work primarily out of doors and is subject to extremes in weather conditions, wet surroundings, humidity, confined space and odors, and noise levels.
• Physical requirements that include:
• Walking at a moderate pace for an extended distance on uneven terrain having various surfaces including blacktop, gravel, concrete, grass, wood plank, and other surfaces.
• Frequent standing, walking, bending, stooping, squatting, sitting, kneeling, crawling, lifting up to 50 pounds, reaching, climbing, carrying, pushing/pulling, driving, etc.
• Working in confined spaces occasionally and in accordance with the Town’s confined space training program, and/or open-area spaces.
• Ability to pass physical exam and drug screens.

Training, Education, And Experience

• High school diploma or G.E.D, or any acceptable combination of education plus experience.
• One year of experience in work pertaining to water/wastewater systems or related work.
• Basic knowledge of mechanics and plumbing.
• Valid Class C driver’s license. This position requires a Commercial Driver’s License (CDL) with a Tanker Endorsement.

New Hire Compensation Range:

$18.1865/hour to $24.55/hour (Depending on experience and active CDL Certification)
