Job Overview:

The IT Manager is responsible for ensuring the stability, security, and efficiency of The Arc Baltimore's technology infrastructure. This role oversees system performance, cybersecurity, vendor relationships, compliance, disaster recovery planning, and supervision of IT staff. The IT Manager ensures continuous, secure access to systems that support the agency's mission and operations.

Key Responsibilities:

Systems & Infrastructure Management

  • Continuously evaluate and optimize server configurations to maintain system stability, reduce processing delays, and maximize response time
  • Establish and maintain industry-standard backup procedures
  • Develop, implement, and regularly update a disaster recovery plan
  • Provide continuous, secure, high-speed remote access for staff working remotely and at vocational centers
  • Evaluate and recommend hardware acquisitions (servers, switches, routers, etc.)
  • Assess and evaluate potential computer equipment donations

Security & Risk Management

  • Maintain high-level system security and risk management protocols
  • Ensure firewalls, antivirus, and anti-hacking protections meet industry standards
  • Monitor and enforce software license compliance in accordance with copyright laws
  • Ensure all vendors servicing hardware and software systems enter into a Business Associate Agreement (BAA)

Vendor & Software Management

  • Serve as primary liaison between The Arc Baltimore and software vendors regarding upgrades and maintenance
  • Stay current on emerging software developments; evaluate, test, and recommend new applications
  • Remain informed of hardware advancements and recommend equipment upgrades

Leadership & Support

  • Supervise IT staff, interns, and volunteers
  • Identify and recommend training resources for staff
  • Consult with staff on technological matters beyond MIS (e.g., phone systems, security systems)
  • Complete required agency training
  • Collaborate with the IT Director to monitor IT budget expenditures

Requirements

  • Associate's degree in computer science or related field required.
  • 3-5 years of IT management experience required.
  • Bachelor's degree preferred; 5-7 years of experience may substitute for degree, including at least 3 years of management experience.
  • Nationally recognized certifications and additional experience may substitute for educational requirements.
  • Excellent troubleshooting, organizational, and communication skills required

Working Conditions:

  • Services equipment and software at headquarters and satellite offices
  • IT systems are expected to operate 24/7; emergency or off-peak coverage must be arranged as needed
  • May require evening and weekend hours
  • Lift, bend, pull or push at least 25 lbs.
  • Valid Maryland driver's license is required
