Mission Objectives ? The Office of the Assistant Secretary of the Army (Financial Management & Comptroller) (ASA(FM&C)) serves as the principal financial management authority for the Army, providing critical financial information and resources to the Army's worldwide financial community.

The ASA(FM&C) external web portal and SharePoint sites are essential IMO-managed assets that deliver this financial information to Army users globally, functioning as the primary digital touchpoints for the office's knowledge base and interactive resources.

The Web Developer/Webmaster directly supports ASA(FM&C)'s IMO mission by ensuring these digital platforms remain available, accessible, compliant, and reflective of the Government's authoritative financial management content at all times

[Position Responsibility Summary]

This position requires a web practitioner who can operate confidently within constrained government platform environments while delivering a polished, accessible, compliant, and well-organized digital experience. The ideal candidate blends front-end technical skills with the organizational discipline needed to manage content governance, user permissions, and platform compliance across multiple digital properties.

  • Sustain and continually improve a government public-facing web portal, maintaining high availability standards and responsiveness to webmaster service requests within defined timeframes
  • Redesign and rebuild portal content and structure to reflect current organizational standards, applying front-end development skills within the constraints of a government-hosted platform
  • Apply and uphold federal web accessibility standards across all published content, ensuring compliance with applicable statutory requirements to the fullest extent the platform permits
  • Format and prepare all government-provided content for accurate and professional display, coordinating with content owners to ensure quality and consistency
  • Apply structured change management practices to all platform configuration activities, including documented testing and formal approval prior to deploying any changes to the live environment
  • Collaborate with government stakeholders to maintain alignment between the web presence and organizational communication priorities, ensuring a coherent user experience
  • Generate web analytics and usage reports as requested, translating platform data into actionable insights for government review
  • Administer a portfolio of SharePoint Online site collections under a centrally managed enterprise hub, managing site architecture, library and list configuration, and user permissions
  • Partner with knowledge management stakeholders to support organizational information sharing workflows, document repositories, and collaborative workspaces across program offices
  • Develop and maintain standard operating procedures, design documentation, configuration records, and change logs to ensure continuity and institutional knowledge retention
  • Perform front-end customizations using HTML, CSS, and JavaScript within both the web portal and SharePoint environments to address evolving user needs and organizational requirements
  • Design and conduct user training sessions on portal and SharePoint functionality, empowering content contributors and site owners to manage their digital spaces effectively
  • Maintain platform proficiency through initial and ongoing training, remaining current on platform capabilities and configuration options throughout the period of performance
  • Monitor digital properties proactively for content accuracy, formatting issues, and broken links; resolve problems before they impact the user experience
  • Coordinate enterprise license entitlements for web and collaboration tools in partnership with the systems administration function, supporting accurate forecasting and lifecycle planning
  • Evaluate emerging web technologies and best practices for potential adoption; develop recommendations for government review prior to implementing any changes
  • Retain comprehensive documentation records in accordance with applicable records management requirements for the full contract period and beyond
