Contingent Upon Contract Award
SOS International LLC is seeking an experienced Utilities Manager to oversee the operation, maintenance, and readiness of critical utility systems that support federal public health emergency response missions. This role ensures SOSi facilities, warehouses, staging areas, and deployable assets have reliable power, water, environmental controls, and other essential utilities required for rapid mobilization and sustained emergency operations.
The Utilities Manager plays a vital role in maintaining operational continuity and ensuring SOSi infrastructure remains safe, resilient, and mission ready.
Essential Job Duties
- Utility Systems Management: Oversees the operation, maintenance, and repair of facility utility systems, including electrical, water, HVAC, plumbing, and backup power systems. Ensures all utility systems meet operational, safety, and regulatory requirements. Monitors system performance and implements preventive maintenance programs.
- Emergency Response Support: Maintains readiness of utility systems to support surge operations, rapid deployment, and emergency activations. Coordinates utility support during response missions, including extended hours, emergency repairs, and environmental control adjustments. Supports deployable infrastructure such as generators, mobile HVAC units, and temporary power distribution systems.
- Infrastructure Reliability & Resilience: Conducts routine inspections, testing, and assessments of utility systems to identify vulnerabilities or maintenance needs. Develops and implements corrective actions, upgrades, and resilience improvements. Maintains documentation for compliance, audits, and ASPR reporting.
- Subcontractor & Vendor Coordination: Manages service providers responsible for utility system maintenance, repairs, and upgrades. Oversees work orders, service agreements, and contractor performance. Ensures timely completion of utility-related projects and emergency repairs.
- Safety & Compliance: Ensures compliance with federal, state, and local regulations related to electrical systems, water quality, environmental controls, and facility safety. Implements safety protocols, lockout/tagout procedures, and hazard mitigation practices. Conducts safety inspections and ensures corrective actions are completed.
- Planning & Administration: Develops utility management plans, maintenance schedules, and operational procedures. Supports budgeting, procurement, and resource planning for utility operations. Provides system status updates, risk assessments, and recommendations to program leadership.
Qualifications
Minimum Requirements
- Bachelor’s degree in mechanical, electrical, or civil engineering.
- 7 years experience in utilities management, facility engineering, industrial maintenance, or related fields.
- Strong knowledge of electrical systems, HVAC, plumbing, and backup power systems.
- Ability to manage complex utility environments across multiple facilities.
- Experience coordinating with contractors, vendors, and government partners.
- Strong problem‑solving, communication, and organizational skills.
- U.S. citizenship required.
- May have to obtain and maintain a Public Trust or Secret clearance (depending on customer).
Preferred Qualifications
- 10 years experience supporting federal emergency response programs (HHS/ASPR, FEMA, DoD, etc.).
- Background in warehouse, logistics, or mission-critical facility operations.
- Certifications such as CEM, FMP, Journeyman Electrician, or similar technical credentials.
- Experience supporting deployable or temporary utility systems.

- Deployment to emergency sites is required.
