Job Description

Summary

IT Specialist (Network) Cloud/Infrastructure Engineer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority. The position is open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees will receive new appointments. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.

Duties

This announcement serves as public notice. Applications submitted are placed into a pool and remain on file for selection as positions become available. Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6‑month eligibility period has elapsed. Positions filled with applications from this pool will be placed into positions where IT duties occupy the majority of the work performed.

Candidate must be a technical authority and expert in the installation, customization and problem determination of the technologies involved. Responsibilities include: developing systems‑wide directives, standards, specifications and policies; serving as senior technical expert on task forces for new technology installations and upgrades; leading investigations of network problems related to communications software; employing sophisticated problem analysis and resolution techniques; summarizing vendor issues and advising agency leadership; presenting at technical conferences; creating documentation such as procedures, flow and logic charts; and providing leadership in implementing internet/intranet policies.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

  • Attention to Detail – thorough and conscientious.
  • Customer Service – works with clients to assess needs, provide information, resolve problems, and satisfy expectations.
  • Oral Communication – effective presentation and listening skills.
  • Problem Solving – identifies problems, evaluates alternatives, and makes recommendations.

Minimum Qualifications: Grade 14. To qualify at the GS‑14 level, you must have at least 52 weeks of specialized experience at the GS‑13 level or equivalent. That experience must include all of the following:

  • IT Project Management.
  • Merging hybrid cloud technologies incorporating on‑premises and public cloud infrastructure.
  • Developing and implementing enterprise standards, guidelines, and policy for cloud infrastructures and services.
  • Advising on Linux and Windows administration and cloud project requirements, configurations, and limitations.
  • Managing virtualized infrastructures.

Salary ranges:

  • Durham, NC – $131,342 – $170,750
  • Woodlawn, MD – $143,913 – $187,093

As a condition of employment, a 1‑year probationary period may be required during which performance and conduct are evaluated. Upon completion, employment will continue only if the agency deems the continued employment advances the public interest.
