Reports to: Vice President of Global Public Policy & Advocacy

Salary: $148,000-172,200

Department: Global Advocacy

Position Summary

The Senior Manager, Global Compliance & Public Policy is responsible for ensuring SEMI’s federal and state policy engagement, advocacy activities, and government-facing operations are conducted in full compliance with applicable laws, regulations, and internal governance standards.

This role serves as SEMI’s internal owner of policy-related compliance, operating in close partnership with Federal Affairs, Legal, Finance, and Executive Leadership. While the Federal Affairs team focuses on advancing member policy priorities externally, this role ensures those efforts are executed with rigor, transparency, and defensibility.

Key Responsibilities:

Policy & Advocacy Compliance

Ensure compliance with all applicable federal, state, and local lobbying, ethics, disclosure, and reporting requirements.

Manage lobbying registration, flings, certifications, and reporting's.

Serve as a subject-matter expert on advocacy-related compliance risks.

Advise on permissible advocacy activities.

Internal Controls & Governance

Design and maintain internal policies and procedures governing advocacy activities.

Establish processes for approvals, documentation, and escalation.

Conduct compliance reviews and risk assessments.

Support audit readiness.

Cross-Functional Partnership

Partner with Federal Affairs, Legal, Finance, and Communications.

Serve as a compliance resource for staff and member-facing teams.

Training, Guidance & Enablement

Develop and deliver compliance training.

Create guidance materials and toolkits.

Provide real-time compliance counsel.

Documentation & Reporting

Maintain accurate compliance documentation.

Prepare compliance briefings for leadership and the Board.

Track regulatory changes.

Qualifications & Experience

Required:

Bachelor’s degree in public policy, law, or related field.

7+ years of policy or advocacy compliance experience.

Experience with lobbying disclosure and ethics rules.

Preferred

Trade association or nonprofit experience.

Technology or semiconductor policy exposure.
