Job Description

On behalf of our client, SEM requires the services of up to four individuals to join its engineering and project management team to act as Construction Management Representatives (CMRs) to support the execution of an upcoming project regarding the remediation of access bridges along the Labrador Island Link (LIL) Transmission Line.

The work will require significant travel to remote areas and is expected to occur throughout the entire LIL Asset located between Soldier’s Pond and Muskrat Falls and the successful candidates may be required to work either in Labrador or Newfoundland.

Additional support may be required for other projects in and/or around Churchill Falls, Muskrat Falls, Soldiers Pond and Holyrood.

Key Responsibilities

Project Oversight & Coordination

  • Act as the primary on-site liaison between the Project Manager and contractors
  • Contribute to daily coordination meetings with operations staff and contractors
  • Coordinate work activities, outages, and site access with operations and other trades
  • Communicate scope changes, risks, and issues to the Project Manager

Monitoring & Reporting

  • Monitor contractor activities to ensure compliance with schedule, scope, and technical specifications
  • Maintain daily progress reports, including updates, issues, and resolutions
  • Document site activities, discussions, and key events

Health, Safety & Compliance

  • Review and enforce contractor health and safety plans and procedures
  • Ensure compliance with all applicable safety, environmental, and regulatory requirements
  • Identify unsafe practices and require corrective action; escalate or issue stop-work orders if necessary
  • Participate in and lead tailboard safety talks and contribute to safety observation programs
  • Verify contractor personnel training and qualifications

Technical & Quality Oversight

  • Review construction drawings, specifications, and internal documentation prior to mobilization
  • Inspect materials delivered to site for quality, completeness, and suitability
  • Identify deficiencies and coordinate resolution with contractors
  • Support resolution of technical and scheduling issues with project team

Change & Risk Management

  • Review and document proposed contract scope changes
  • Assess schedule and cost impacts with contractors
  • Inform Project Manager of changes to personnel, processes, materials, or equipment
  • Ensure risks are identified, mitigated, and managed appropriately

Site Administration

  • Coordinate contractor orientations as required
  • Maintain comprehensive field documentation (meetings, deliveries, safety talks, incidents)
  • Notify stakeholders of work activities, locations, durations, and associated hazards

Qualifications

  • Knowledge of access road civil projects (bridges, ditching, surface upgrades, clearing & grubbing);
  • Knowledge of Environmental and OH&S regulations and standards
  • Be able to work as part of a multi-disciplinary team
  • Have excellent interpersonal and communication skill
  • Be proficient in computer programs and applications, such as MS Word, MS Excel, MS PowerPoint and capable of producing digital daily summary reports with pictures and spatial information
  • Possess and maintain an appropriate valid driver’s license
  • Enjoy working in a field environment in all types of weather
  • Be willing to travel extensively and work in remote areas on the Island and throughout Labrador
  • Be proficient in the use of GPS and spatial information systems (Garmin Basecamp, Garmin GPS, Google Earth)
  • Valid First Aid and Power Line Hazard training
  • Experience working on the LIL Access Road would be a strong asset
