SAIC currently has an opening for an Encryption/Security Database Administrator to support the Department of State (DoS) Bureau of Diplomatic Technology. This Bureau provides transparent, interconnected systems and security supporting the DoS in successfully carrying out its U.S. foreign policy mission.
The position will directly support the Department of State (DoS) on-site to provide high-level database administration for enterprise security and identity platforms. This role is responsible for the health, security, and integrity of the databases that store critical digital identities and authentication records. This position ensures that mission-critical security systems remain operational, synchronized, and compliant with federal and national security data standards.
Description of Duties:
- Database Management & Optimization PostgreSQL/SQL: Install, configure, and maintain database management systems (DBMS) supporting secure enterprise applications. This includes monitoring query performance, optimizing PostgreSQL/SQL code, and performing software upgrades or migrations to ensure high availability for security-critical services.
- System Integrity & Synchronization: Manage and maintain the backend databases for identity and credentialing systems. Ensure accurate status information for all digital records, maintaining 100% data integrity and synchronization across distributed network nodes.
- Security & Compliance: Implement rigorous security measures according to the Risk Management Framework (RMF) to safeguard sensitive system data. Enforce strict Role-Based Access Controls (RBAC) and "Least Privilege" protocols to ensure only authorized personnel can access or modify secure records.
- Resiliency & Disaster Recovery: Develop and execute comprehensive backup strategies and disaster recovery plans to prevent the loss of mission-critical security data. Ensure the ability to rapidly restore database operations during a system failure or network compromise.
- Incident Response & Troubleshooting: Investigate and resolve database performance issues, connectivity errors, or potential security breaches.
- Documentation & Reporting: Maintain detailed audit trails, update database parameters, and generate status reports for Controlling Authorities.
Qualifications
Required Experience/Skills/Attributes:
- Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience ; may accept additional experience in lieu of degree.
- Platform Expertise: Deep proficiency in relational database management systems (RDBMS), specifically PostgreSQL or Microsoft SQL Server, including installation, patching, and complex SQL query optimization.
- Performance & Resilience: Expertise in performance tuning, high availability (clustering/mirroring), and robust backup and recovery strategies to ensure zero data loss.
- Framework Knowledge: Familiarity with the Risk Management Framework RMF) and Security Technical Implementation Guides (STIGs) to harden databases against threats.
- Identity & Access Control: Experience implementing Role-Based Access Control (RBAC) and "Least Privilege" principles within a database environment.
- Audit Readiness: Ability to maintain immutable audit trails and generate compliance reports for oversight authorities.
- Experience with the following applications: web-based applications, Microsoft Office software such as Outlook and ServiceNow.
Clearance Requirement:
- US Citizenship.
- Active TOP SECRET with SCI eligibility.
Desired Experience/Skills/Attributes:
- Familiarity with DoS environment (data and voice networks, IT security systems, policies and procedures), Foreign Affairs Handbooks (FAHs), Foreign Affairs Manuals (FAMs) preferred.
- Interpersonal skills including the ability to collaborate effectively, self-awareness, and excellent written and oral communications.
- Understanding of COMSEC is a plus.
