The Role
To provide a range of consultative services, training and support to PHO management, staff, and public health partners as a Subject Matter Expert in process improvement using methodologies grounded in quality improvement principles (e.g., Lean Six Sigma) to achieve efficient cross‑functional workflow processes. The specialist will identify areas for improvement, inform and support implementation of changes, and monitor outcomes using process improvement methodologies.
Their work will contribute to operational excellence, better resource allocation, and improved client and public health system experiences.
The specialist will demonstrate excellence in process analytics and continuous improvement. This will be accomplished through effective partnering and coordination with stakeholders across the organization, Public Health Units, and other key stakeholders. The specialist will focus on analyzing processes, identifying opportunities for improvement, as well as developing and implementing solutions to enhance efficiency and effectiveness.
Key Responsibilities
- In conjunction with the Manager, lead, facilitate and manage cross‑functional process improvement initiatives.
- Conduct research on best practices in organizational process improvement for introduction across PHO, including but not limited to topics such as quality assurance, customer service, cross‑functional team design and evaluation, project management, business continuity.
- Develop and coordinate a range of business change activities associated with process improvement, templates, guidance materials and other resources for use by PHO management, staff, and public health partners to support organizational initiatives for review and approval by the Manager.
- Functions as a Subject Matter Expert within the project team to provide content expertise, training, coaching, and guidance, from concept to implementation of process improvements including the selection, use and application of tools and templates to project sponsors and designated project team leads and members.
- Conduct thorough evaluations of existing public health processes to identify bottlenecks, inefficiencies, and areas for optimization.
- Utilize quality improvement methodologies (like Lean Six Sigma) to analyze data, identify root causes of problems, and develop effective solutions.
- Facilitate the implementation of new processes, ensuring smooth transitions and minimal disruption to daily operations.
- Assist with the development of and establish key performance indicators (KPIs) to track the effectiveness of implemented changes and identify areas needing further refinement.
- Facilitate and manage project sessions, on own, or in conjunction with the Manager to support teams in the process mapping and the use of templates and tools for consistency in process improvement.
- Serve as the designated project manager on smaller‑scale special projects.
- Serve as the Subject Matter Expert (SME), building capabilities within the business by fostering a culture of continuous improvement through training, mentorship, and hands‑on support.

Knowledge And Skills
- Proven knowledge and experience with Quality Improvement methodologies and tools, service design, change management and project management.
- Proven experience delivering results in a matrix‑managed, distributed cross‑functional or interdepartmental team environment.
- Skills in developing a variety of communications tools and products in support of a technical or operational program(s).
Education And Experience
- A Bachelor’s degree from an accredited university in Health Administration, Public Health, Science, Education, or Industrial/Process Engineering.
- Minimum of three (3) years’ experience in practical application of knowledge on process improvement.
- Minimum of five (5) years’ experience in project management, managing by influence and example rather than direct authority.
- Completion of relevant training (e.g., green belt certification in Lean Six Sigma) is an asset.
