Applications are invited for the position of Assistant Project Coordinator - Research on a contractual basis: Organisation- Indian Police Foundation

Project: Internal Police Reforms Project

Location- Indian Police Foundation HQ, New Delhi (C-8, 8758, Vasant Kunj

New Delhi - 110070) Although the position is in Delhi, the APC- Research is expected to travel to various states/UTs, both for research as well as project implementation and monitoring as well as collection of best Policing Practices.

Educational Qualification: M.A in Police Sciences/Criminology /Internal Security/Public Safety or any other related field.

Researcher/Consultant with 5–8 years of experience (working in the domains of policing, criminology, citizen-centric policing, gender- and child-sensitive policing) in universities, other research institutes, NGOs, think tanks, or consulting firms. (Minimum experience may be relaxed in exceptional cases at the discretion of the Project Director.)

~Proficiency in data collection and data analysis (Qualitative & Quantitative)

~Proficiency in Report Writing

~Strong coordination and leadership skills for engagement with senior police officers, trainers, research staff and other research institutions

~High level of proficiency in computer skills.

~Willingness and good health to undertake field visits as and when required.

~Attend the IPF office at Vasant Kunj, Delhi, on a regular basis.

~ Good command over English and Hindi.

Previous experience of working with Police organisations in any State/UT.

Publications of Research papers/articles in various journals/magazines /Newspapers.

75,000 per month (including ₹5000 as transport allowance)

~ Accommodation in police guest houses (or will be reimbursed as per IPF policy).

Roles and Responsibilities of Assistant Project Coordinator- Research

The role of the Assistant Project Coordinator- Research involves coordinating both the research and operational components of the Internal Police Reforms Project .

Working closely with the Project Director (PD), Project Coordinator (PC), and State Supervisors, the Assistant Project Coordinator- Research will play a key role in project planning, research, implementation, coordination, monitoring, and documentation across three states (Punjab, Telangana & Tamil Nadu) .

Research and Data Analysis

The Assistant Project Coordinator- Research will head the research team, provide guidance to Research Associates & Senior Researcher both in Headquarters & States, and monitor their work.

Guide Research Associates in data analysis for various stakeholders for both quantitative and qualitative data collected through three tools (structured questionnaires, FGDs, and in-depth interviews).

Coordinate with and visit the external agencies engaged for data analysis & report writing (Centre for Economic & Social Studies, Hyderabad & Centre for Positive Governance, Hyderabad)

Guide and Supervise Research Associates in desk research, including analysis of reports of the National Police Commission and other committees on police reforms.

Assistant Project Coordinator- Research should visit various states/ UT’s for collecting Best Policing Practices as and when directed by the Project Director/ Project Coordinator.

Assist the Project Director and Project Coordinator in engaging with Experts for vetting and finalization of following activities-

a) Finalization of Research Methodology

d) Change Manual prepared for all 3 states

f) Final Report of the Project

Documentation of Best Practice Visit reports submitted by the Project Coordinator, State Supervisors & Assistant Project Coordinator- Research (himself).

Formulation of Reports to DGP on Public Grievances in 3 states based on data analysis.

Preparation of the Final Project Report, based on Public consultation meetings, Change Manual, baseline and endline evaluation reports from the respective states and monthly reports from respective State Supervisors.

Change Manual

~ Assist in the Formulation of Change Manual for all the 3 states based on the Project Focus areas.

· Improving Citizen Services and Community Engagement

· Facilitate the vetting of draft Change Manuals by the Experts

Presentation of Change Manual to the respective state DGPs/ State Nodal Officers.

Revision of Change Manual based on inputs from the state DGP/ State Nodal Officers.

Support and monitor the execution of Baseline and Endline evaluations by independent agency in selected police stations across Punjab, Telangana, and Tamil Nadu.

Guide in the formulation of Data Collection Tools by evaluation agencies.

Work on evaluation parameters, selection of police stations for evaluation, training of field enumerators, and ensure that the data required by the agency for conducting baseline and endline evaluations is provided in a timely manner.

Training

Assist in the preparation of state-specific training materials.

Support and participate in the conduct of training programmes in all 3 states.

Project Implementation and Monitoring

~Support monitoring of project implementation across 90 police stations in three states, including field visits to selected police stations on quarterly basis.

~ a) State Police, State Nodal officers, State Supervisor and Research Associate in 3 states

b) External agencies engaged in data analysis (CESS, Hyderabad & CGG, Hyderabad)

Assistant Project Coordinator- Research will report to the Project Director and Project Coordinator.

~In-addition to the above, any other project-related tasks may be assigned to APC- Research by the Project Director and the Project Coordinator from time to time.
