ELIGIBILITY FOR THIS COMPETITION IS RESTRICTED TO STEP 1 CANDIDATES INCLUDING OPS ALOC AND OCAA LAWYERS living or working within 125 km of this location. Note: Eligible lawyers from outside the Area of Search may apply but will not be entitled to relocation or travel expenses for the transfer as set out below.
Step 1: All regular/fixed-term OCAA and ALOC lawyers on staff, current Redeployment List Members and current Articling Student Hireback Pool Members.
Step 2: In the absence of qualified applicants at Step 1 the competition may be reposted so that external applicants or non-members of the above-mentioned groups would then be eligible to apply.
The Ministry of the Attorney General, Criminal Law Division (CLD), Complex Prosecutions Bureau (CPB) is seeking counsel. The CPB is comprised of five specialized units, Serious Fraud Office, Cybercrime Unit, Major Auto Theft Prosecution Response Team, Major and Mega Cases Unit, and Provincial Support Unit.
The Bureau is a multi-faceted, comprehensive approach to ensuring Ontario's prosecution service is equipped to prosecute increasing volumes of serious and violent crime effectively and efficiently, and to ensure continued prosecutorial capacity in local Crown Attorney Offices.
Serious Fraud Office:
1 Permanent Position
The Serious Fraud Office is a specialized team of investigators and prosecutors who co-operate to investigate and prosecute instances of significant and large-scale financial crimes affecting the province of Ontario.
Cybercrime Unit:
No vacancies at this time
The Cybercrime Team is a specialized unit of dedicated Crown prosecutors who are specifically trained in the unique factual, technical, and legal issues inherent in technology-based crimes. These Crowns provide pre-charge advice to the various police cybercrime units, assist in asset recovery, and prosecute complex and novel cybercrime cases, working with the police from the early stages of an investigation to trial. The team is also available to provide ongoing training and advice to Crowns, so we can build greater capacity to deal with cybercrime and cryptocurrency-related prosecutions throughout the Criminal Law Division.
Major Auto Theft Prosecution Response Team:
1 Permanent Position
The MATPRT is a specialized team who provide prosecutorial support and assistance to frontline Crown Attorney Offices across the province on major auto theft prosecutions, including prosecuting criminal organizations. The team provides dedicated legal and prosecutorial support to the OPP and municipal police agencies to prepare and prosecute complex cases.
Major and Mega Case Unit:
3 Permanent Positions
The Major/Mega Case Unit is a specialized team of experienced prosecutors who provide prosecutorial support and assistance to frontline Crown Attorney offices across the province in serious and complex prosecutions of all types of offences. This unit also works collaboratively with the Provincial Support Unit to ensure a seamless transfer of large cases from the pre-charge advice stage to the post-charge prosecution stage.
Provincial Support Unit:
1 Permanent Position
The Provincial Support Unit supports major criminal investigations and prosecutions through extensive pre-charge support, particularly in the areas of search and wiretap advice, brief building, and identifying viable accused and charges. The unit assists local, provincial and national police services and prosecutors to ensure that complex, multi-jurisdictional criminal investigations are prosecutable within Jordan timelines.
Please note, although counsel may be hired and assigned to a specific Complex Prosecutions Bureau unit, they must be prepared to support files across the entire Bureau portfolio. This includes some responsibilities that do not fit wholly within any single unit, such as responding to abuse of process applications on behalf of local Crown offices.

The vacant position in our Serious Fraud Office is based in Toronto at a location to be discussed with the successful candidate during the hiring process.
The vacant positions in our Major Auto Theft Prosecution Response Team, Major and Mega Case Unit and Provincial Support Unit are based at 393 University Avenue, in Toronto and in Ottawa . The specific office location Ottawa will be discussed with the successful candidates during the hiring process.
Extensive travel across Ontario may be required for all CPB positions.
About the job
Duties include:
- Conducting prosecutions in the Ontario and Superior Courts of Justice throughout Ontario
- Assisting with research, case preparation and courtroom advocacy in complex financial crime prosecutions in the Ontario and Superior Courts of Justice throughout Ontario
- Conducting appeals in the Summary Conviction Appeal Court
- Work in the area of criminal law policy
- Work in the area of Mutual legal Assistance and Extraditions and Criminal Asset Forfeiture
- Providing legal advice to the police, the Director of the Complex Prosecutions Bureau, Chief Counsel of the specialized units, other ministry officials and other government departments and agencies
- Participating in educational and training sessions for prosecutors, police and other justice partners
What you bring to the team
Mandatory requirements
- You have membership in good standing as a lawyer with the Law Society of Ontario
Knowledge and Skills
- Thorough knowledge of criminal and constitutional law, including statute and case law regarding the prosecution of criminal and quasi-criminal offences at all levels
- Proven research skills and analytical ability to organize a principled approach to cases and issues
- Proficiency with technological tools for litigation; e.g. QuickLaw, SCOPE, PowerPoint, electronic case management software, etc.
- Demonstrated writing skills and trial advocacy experience
- Experience with large case management
- Proven judgment and ability to apply appropriate legal analysis and determine appropriate remedies
- Demonstrated organizational skills
- Knowledge and understanding of the role and function of prosecutor
- Integrity and demonstrated interpersonal and communication skills
