Job Description

The role of the Developer, Specialist is to perform thorough analysis of end-to-end solutions of complex business functionality, provide technical solutions for complex business requirements, and implement complex business solutions.

Functions as an individual contributor and works independent of supervision

Capable of working independently and in teams to design and implement complex software programs and framework components

Serves as technical lead on development projects

Provides development strategy for a client and develops multi-year development approach on programs

Coordinates and plans all of the tasks required for the software development and

implementation

Creates conceptual design and writes technical specifications for business requirements

Evaluates new technologies for solving technical problems

Guides Developer team on Proof of Concepts using new technologies and innovation

Recommends technologies and solutions to enhance the user experience

Prepares conceptual technical solution based on business requirements

Works on application integration with third-party systems

Identifies security issues and provides corrective action plan

Identifies and escalates program risks and issues to leadership, and assists in developing solutions

Participates in design sessions and analyzes user needs to determine technical requirements

Collaborates with Business Analysis team to finalize the system design and technical

solutions

Develops process flows, screen designs, and storyboarding to support system design

Provides the component level details and effort estimates to Development Principals and project managers for system enhancements

Participates in peer reviews of detailed design and technical documentation

Performs code reviews and suggests improvement areas to Developer team

Prepares implementation checklists

Demonstrates in-depth knowledge of development to ensure high quality

Demonstrates advanced expertise and contributes to the Development practice by publishing technology points of view through the creation of white papers

Read, understand, and adhere to all corporate policies including policies related to HIPAA

and its Privacy and Security Rules.

Critical Qualifications:

Bachelor's degree in Computer Science or a related field +10 years of software development experience

Experience with software development life cycle (SDLC) and software testing life cycle

(STLC) preferred

Experience in healthcare industry

Experience with agile development methodologies

Additional Qualifications:

Understanding of SharePoint applications, Webex, Skype, etc.

Knowledge of Microsoft Word, Excel, and Visio, with a working knowledge of the rest of the Microsoft Office suite of applications

Experience with software and database architectural techniques and high-level design using UML or similar representational modeling and design techniques

Excellent understanding of Medicaid Information Technology Architecture

Excellent knowledge of healthcare industry

Excellent knowledge of multiple healthcare project implementations

Knowledge of CMMI maturity levels

Experience leading teams and successfully implementing enterprise applications

Excellent understanding of various front-end languages (such as HTML, CSS, JavaScript)

and frameworks (such as jQuery, AngularJS, Bootstrap) to create, modify, and maintain web application user interfaces

Excellent experience in building applications using server-side languages (such as Java -J2EE, Web services, XML, ASP.NET, Python, PHP, Ruby)

Excellent experience working with application frameworks (such as Struts, Spring, Hibernate, JavaServer Faces (JSF), Google Web Toolkit (GWT))

Excellent experience working with web and application servers (such as Apache, WildFly (JBoss), Tomcat, WebLogic, WebSphere)

Excellent experience in designing and implementing multi-browser-compatible applications

Excellent experience in implementing and understanding of responsive user interface design

Experience working with single sign-on (SSO) integration for enterprise applications

Good understanding of integrating applications with identity and access management (IAM) tools

Extensive experience developing applications with continuous integration and build tools (such as Jenkins, GitLab, Maven, Sonar)

Excellent experience in identifying security issues with tools (such as Fortify, Hailstorm) and resolving security vulnerabilities for web applications

Experience in building complex system software using front-end or server-side languages stated above

Experience working with relational databases (such as Oracle, SQL Server, DB2)

Experience working on non-relational databases (such as NoSQL, MongoDB, Cassandra)

Experience working on mobile technologies and cloud computing

Required skills for database development and data modelling:

Excellent understanding of various relational databases (such as Oracle, SQL Server,

Experience in designing and architecting back-end solutions using relational databases for enterprise applications

Experience implementing software systems using relational databases (such as Oracle, SQL Server, DB2)

Excellent understanding and experience in building conceptual, logical, and physical data models to translate business requirements to update data models

Excellent experience in understanding and enforcing data governance standards for all

enterprise assets

Experience in Master / Reference data management strategies working in very high-volume database environments with minimal downtime

Experience in identifying opportunities for reducing data redundancy and inconsistencies in data usage and trends

Good Experience In Implementing Database Security To Reduce Vulnerabilities

Experience working on non-relational databases (such as NoSQL, MongoDB, Cassandra)

Excellent experience creating database tables, views, medium to complex stored procedures, triggers, and functions

Experience in fine-tuning SQL queries and improving application performance

Required skills for commercial off-the-shelf (COTS) development:

Extensive experience in a COTS products (such as COGNOS, CRM, IVR, Oracle E-Business Suite, IBM DataStage, IBM Watson Analytics, Salesforce, PEGA, MuleSoft, Document Management Tools (FileNet, SharePoint), Oracle SOA, Client - EngageOne,

EDIFECS - XEngine)

Extensive experience in implementing end-to-end solutions using a COTS product

Extensive experience in managing and reviewing the configuration tasks prepared by the

team

Extensive experience in providing solutions to complex problems using customizations of COTS tools

Extensive experience integrating COTS solutions with large scale web applications and

relational databases

Experience working with single sign-on (SSO) integration for enterprise applications
