Job Description
We are seeking a contractor with initiative, who is a self-starter and able to work independently when given an objective to work closely with the department’s IT Expert Software Developer. This person needs to be detailed oriented and be able to come up with practical technical solution to solve unique business problems that the department deals with daily.
Contractor will provide candidate(s) with expert experience in:
HTML and CSS
CSS framework such as Bootstrap or Tailwind
JavaScript
Responsive and mobile-first design principles
UX and UI design with improving user experience flows
C#, ASP.NET Webforms, MVC, ASP.NET Core
Azure Entra ID and Azure AD B2C
Use of AI for software development
System integration and development of interfaces
Microsoft SQL Server
Microsoft System administration (Operating Systems, IIS, networking)
Ability to rapidly learn new technology
Knowledge of Microsoft DevOps for software development
Complex problem-solving skills related to financial business problems
Ability to work independently and collaboratively
Communication and documentation skills
Deliverables:
The preference is to have a local contractor but may consider a remote contractor.
Develop responsive and user-friendly web applications.
Work directly and independently with business Subject Matter Expert when developing an application or enhancing an existing one.
Maintain and improve existing web applications and create maintenance documentation as necessary.
Ensure consistent design standards across platforms.
Optimize applications for maximum performance and scalability.
Contribute to UI/UX design decisions and implement improvements based on user needs and customer feedback.
Assist with archiving existing application source code on DevOps from SVN and create documentation as necessary define by the FIN IT Chief or by the Department’s IT Expert Software developer.
Required Experience:
At least 7 years of hands-on experience supporting and maintaining legacy high-code applications with little to no documentation based on source code, including independently analyzing and modifying application logic directly from source code. Experience must include work performed within the last 5 years, and the candidate’s direct role must be clearly identified.
At least 7 years of hands-on development experience building specialized and customized applications in the Finance-Technology domain, including payments, reconciliation, billing, or financial transaction processing systems. At least one relevant project must be within the last 3 years, and the candidate’s direct contributions must be clearly described.
Education and certifications related to software development. All claimed credentials must be supported by documentation. The County reserves the right to verify all credentials.
At least 5 years of hands-on system integration experience with Tyler Technologies MUNIS or a comparable Enterprise ERP platform, including direct involvement in API, database, or file-based integrations, data mapping, and troubleshooting. The candidate’s specific role in the integration must be clearly identified.
At least 3 years of recent (within the last 3–5 years), hands-on systems integration experience with the Paymentus platform, specifically including implementation, configuration, testing, or troubleshooting of payment redirects and iframe integrations in UAT or production environments. The candidate’s direct role must be clearly described.
At least 7 years of hands-on UI/UX development experience improving custom-built applications based on user input, including implementation of modern responsive design practices. At least 3 years must be within the last 5 years, and examples of specific improvements delivered must be included.
