Overview

ITility is seeking a Program Analyst and Workforce Data Analytics Expert to join our talented PMO in our PMO. This position is supporting a new government client and contingent on the contract award. This position will be on-site at our client location in Mclean, VA and at our headquarters in Chantilly, VA. Some hybrid work may be possible.

Program Analyst – Workforce Data Analytics

The Program Analyst – Workforce Data Analytics serves as the key integrator for program‑level workforce deliverables across the EASE program. In this role, the analyst collects, analyzes, and interprets workforce and employee data to produce actionable insights that inform client‑driven decision‑making, workforce planning, talent acquisition strategies, and employee retention efforts.

This position identifies workforce trends, performance indicators, and opportunities for improvement through advanced data management, analytics, and visualization. For every contract deliverable, the Program Analyst works in close coordination with the Project Quality Analyst to ensure data integrity, consistency, and compliance across all program reporting.

  • Program Integration & Stakeholder Engagement
  • Serve as a central coordination point among the Program Manager, Deputy PM, Task Leads, security teams, and program staff for contract deliverables
  • Support program leadership through data‑driven communications, briefings, and decision‑support materials
  • Coordinate workforce and program‑related meetings, leadership one‑on‑ones, and quarterly all‑hands events
  • Capture, track, and disseminate action items, decisions, and workforce‑related outcomes to ensure alignment and accountability
  • Workforce Data Analytics & Resource Management
  • Collect, analyze, and maintain program‑wide workforce data, including staffing levels, labor categories, onboarding status, and deployment metrics
  • Develop and manage workforce trackers, staffing databases, org charts, and resource summaries to support forecasting and planning
  • Analyze workforce trends to support talent acquisition planning, retention strategies, and workforce optimization
  • Partner with PMO leadership to align workforce data with operational and contractual requirements
  • Workforce Lifecycle Administration & Compliance
  • Coordinated with Talent Acquisition for onboarding, offboarding, clearance tracking, access requests, equipment provisioning, and BI processing
  • Track government‑required training, certifications, and compliance requirements
  • Coordinate with People Ops, security, IT, and subcontractors to ensure workforce data accuracy and compliance throughout the employee lifecycle
  • Maintain workforce records in accordance with program, contract, and IC compliance standards
  • Program Analysis, Reporting & Data Visualization
  • Perform analytical support functions by tracking workforce objectives, milestones, risks, and dependencies
  • Develop and maintain program dashboards, analytics products, data visualizations, and executive‑level reports
  • Generate monthly workforce and program analytics deliverables, including trend analyses and variance summaries
  • Monitor and enforce data integrity, consistency, and version control across workforce and program datasets
  • Collaborate closely with the Project Quality Analyst to validate data, metrics, and reporting artifacts
  • Schedule, Process Improvement & PMO Support
  • Support maintenance of the Integrated Master Schedule (IMS) and task‑level workforce activities as they relate to staffing and resource availability
  • Analyze schedule and workforce interdependencies to identify risks and recommend mitigation strategies
  • Develop, document, and maintain SOPs, templates, and standardized workforce analytics processes
  • Support contract administration activities, including workforce data inputs to reporting, compliance documentation, and contract modifications
  • Recommend improvements to tools, workflows, and analytical methods to enhance workforce visibility and program performance

Qualifications

Qualifications

  • Must be a U.S. Citizen
  • Active Top Secret/SCI Clearance with Counterintelligence (CI) Polygraph
  • Demonstrated experience supporting program analysis, workforce analytics, or PMO functions within a federal, DoD, or Intelligence Community environment
  • Bachelor’s degree in Business, Data Analytics, Management, Engineering, or a related field, or equivalent relevant experience
  • Proven ability to analyze workforce and employee data to identify trends, risks, variances, and improvement opportunities
  • Experience with workforce planning, resource management, onboarding/offboarding, and training compliance
  • Strong experience developing reports, dashboards, data visualizations, and executive‑level briefings
  • Working knowledge of IMS concepts, WBS, milestone tracking, and schedule/workforce alignment
  • Familiarity with PMO and analytics tools (e.g., Excel, Power BI, Jira, MS Project, or comparable systems)
  • Exceptional attention to detail and commitment to maintaining accurate, reliable, and auditable data
  • Experience documenting SOPs, standardizing processes, and supporting continuous improvement initiatives
  • Ability to manage competing priorities independently in a fast‑paced, deadline‑driven IC environment
  • Strong interpersonal and communication skills to engage effectively with government and contractor stakeholders.
  • Physical Requirements:
  • Work is typically performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must have the ability to lift 15-25 pounds.
