We are seeking an experienced Air Quality Environmental Specialist to support emissions inventory management, APIMS data administration, air permitting compliance, regulatory reporting, and ongoing environmental compliance activities for Title V and Synthetic Minor permitted facilities.
This is a remote position with travel throughout the Northwestern region in support of federal environmental programs and operational sites. Candidates located in or near the Northwestern United States are strongly preferred.

General Description
The Air Quality Environmental Specialist supports federal environmental compliance programs related to air quality management, emissions inventory development, environmental data management, regulatory reporting, and ongoing compliance activities. This role is responsible for supporting recurring air quality compliance tasks including emissions tracking, recordkeeping, permit compliance support, reporting coordination, and management of environmental compliance data for complex industrial and federal facilities.
The position provides support across multiple federal installations, including one Title V permitted facility and two Synthetic Minor permitted facilities, each with varying regulatory requirements, operational complexity, and reporting obligations. Responsibilities may include supporting permit compliance activities, maintaining air quality databases and tracking systems (such as APIMS or similar platforms), assisting with emissions calculations and inventories, and coordinating documentation necessary to maintain compliance with applicable federal, state, and local air quality regulations.
This is a remote position; however, routine travel may be required to support site visits, inspections, meetings, compliance activities, data collection efforts, and other project-related needs.
How You Will Fulfill Your Mission
- Support air quality compliance programs and ongoing regulatory compliance activities.
- Maintain and support Air Emissions Inventory (AEI) data collection, organization, tracking, and reporting activities.
- Perform air quality data entry, management, and quality assurance reviews within APIMS.
- Maintain and update Air Emissions Inventories (AEI) within APIMS, including support for annual updates and triennial comprehensive inventory efforts.Maintain air compliance records, supporting documentation, and electronic environmental files.
- Support recurring air quality recordkeeping and compliance tracking requirements.
- Review emissions data for completeness, consistency, and accuracy.
- Perform and support air emissions calculations using approved methodologies and emission factors in support of Air Emissions Inventories (AEI), Potential to Emit (PTE) analyses, and regulatory reporting.
- Assist with preparation of routine compliance reports and environmental documentation.
- Support preparation of regulatory reports required under applicable permits, including Title V and Synthetic Minor permit programs, as well as Clean Air Act requirements (e.g., NESHAP, NSPS).
- Coordinate with project managers, environmental staff, and client representatives regarding air quality compliance activities.
- Support environmental inspections, data requests, and audit preparation activities.
- Support air emissions source testing activities, including coordination, contractor oversight, data review, and preparation of compliance reports in accordance with applicable EPA test methods (e.g., Methods 5, 6, 7, and 9).
- Assist with air permit compliance, including tracking permit conditions, supporting permit renewals and modifications (e.g., Title V, Synthetic Minor, and New Source Review), and responding to regulatory data calls or inquiries.
- Research and track regulatory updates affecting air quality compliance programs.
- Maintain organized environmental records and data management systems.
- Support environmental compliance activities in accordance with applicable federal, state, and local regulations and guidance.

Minimum Qualifications
Specific Knowledge/Certification Requirements
- Bachelor’s degree in environmental science, environmental engineering, chemistry, atmospheric science, or related field.
- Minimum five (5) years of experience supporting air quality compliance, environmental compliance, or environmental data management programs.
- Demonstrated experience using APIMS for air quality or environmental data management.
- Minimum five (5) years of experience performing air quality recordkeeping, data management, and reporting within APIMS, including experience supporting Air Emissions Inventory (AEI) development and QA/QC.
- Knowledge of Air Emissions Inventory (AEI) processes and air quality recordkeeping requirements.
- Familiarity with Clean Air Act regulatory requirements, understanding of State regulatory requirements.
- Strong organizational, analytical, and communication skills.
- Proficiency with Microsoft Office applications including Excel and Word.
- Ability to manage multiple tasks and meet recurring reporting deadlines.
- Ability to travel as needed to support compliance activities and client requirements.
Preferred Qualifications
- 5+ years of experience supporting federal or industrial air quality compliance programs.
- EPA Method 9 Certification – must be able to obtain certification within 30-days of hire.
- Experience supporting Air Emissions Inventory data management and QA/QC activities.
- Experience supporting Title V air permit programs and complex stationary source compliance requirements.
- Experience maintaining environmental compliance records and preparing routine compliance reports.
- Experience supporting federal environmental compliance contracts or Department of Defense programs.
Working Conditions
- Position is primarily remote with routine travel as required to support compliance activities, inspections, meetings, field verification, or permit-related requirements.
