Position Overview

Grand Ground Enterprise (GGE) is seeking a detail-oriented Privacy Analyst to support our Department of the Air Force (DAF) Headquarters client. The selected candidate MUST HAVE AN ACTIVE SECRET SECURITY CLEARANCE and will assist government leadership in ensuring compliance with federal privacy laws, Department of Defense (DoD) regulations, and Air Force privacy policies governing the collection, management, and protection of personally identifiable information (PII). This position supports enterprise-level privacy compliance activities, including Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Social Security Number Justification Memorandums (SSNJMs), and privacy incident response management.

The ideal candidate will have prior Department of Defense experience, strong analytical skills, and familiarity with Air Force privacy policy and compliance frameworks.

Key Responsibilities

Privacy Compliance and Risk Assessment

  • Perform comprehensive reviews and evaluations of Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), and Social Security Number Justification Memorandums (SSNJMs) to ensure compliance with federal privacy requirements.
  • Monitor, track, and report progress on privacy compliance activities to ensure timely completion and regulatory adherence.
  • Analyze and document data flows and privacy risks, recommending corrective actions where necessary.
  • Ensure compliance with applicable federal and Air Force privacy policies, including Privacy Act of 1974, OMB Memorandum M-17-12, and Air Force Instruction 33-332 Privacy and Civil Liberties Program.

Privacy Documentation and Policy Review

  • Conduct detailed reviews of Air Force publications, forms, and program documentation to ensure alignment with Privacy Act requirements and Air Force guidance.
  • Support development, implementation, and maintenance of privacy policies and procedures.

Privacy Program Support

  • Assist privacy managers in processing privacy requests and addressing inquiries from Air Force Privacy Offices regarding privacy compliance across applications and cloud environments, including SaaS, PaaS, and IaaS platforms.
  • Collaborate with records management teams to ensure alignment between privacy documentation and records management requirements.

Task and Workflow Management

  • Manage and track official taskers using Enterprise Task Management System 2 (ETMS2).
  • Coordinate with Major Command (MAJCOM) Privacy Offices and organizational privacy officers to resolve compliance issues and process privacy documentation.
  • Maintain detailed records and documentation supporting privacy reviews and approvals.

Daily Responsibilities

  • Manage the Department of the Air Force Privacy Team mailbox and respond to inquiries in a timely manner.
  • Track and manage Privacy Act breaches within the DoD privacy management system.
  • Review and process incoming PIA packages and supporting documentation.
  • Verify privacy compliance within the Information Technology Investment Portfolio Suite (ITIPS).
  • Maintain digital documentation folders for privacy packages and related communications.
  • Coordinate with MAJCOM privacy officers to ensure proper submission and documentation of privacy packages.
  • Package PIAs with required documentation (PIA, PCIL, SSNJM, and supporting artifacts) for government review.
  • Forward completed packages to the government lead within required timelines.
  • Acknowledge receipt of privacy submissions from stakeholders.
  • Maintain and update the Privacy Impact Assessment tracker.
  • Process and respond to ITIPS registrations.
  • Upload approved PIAs to the Department of the Air Force public PIA website.
  • Address privacy-related inquiries within 12 hours of receipt (excluding weekends and federal holidays).
  • Track and close official tasks within ETMS2.

Required Qualifications

  • Experience supporting the Department of Defense (DoD).
  • Knowledge of federal privacy laws and policies, including:
  • Privacy Act of 1974
  • Freedom of Information Act
  • Air Force Instruction 33-332 Privacy and Civil Liberties Program
  • Experience reviewing or managing Privacy Impact Assessments (PIAs) or similar privacy compliance documentation.
  • Strong analytical, documentation, and organizational skills.
  • Ability to coordinate with multiple stakeholders across government organizations.

Preferred Qualifications

  • Experience working with Enterprise Task Management System 2 (ETMS2).
  • Familiarity with Information Technology Investment Portfolio Suite (ITIPS).
  • Experience supporting Headquarters Air Force or MAJCOM-level privacy programs.
  • Experience working with cloud-based systems and privacy compliance across SaaS, PaaS, and IaaS platforms.
