The purpose of the Mental Health Court Support Program is to support individuals living with mental illness,
concurrent disorders and dual diagnosis with criminal charges coming from The Toronto Regional Bail Centre and
Ontario Court of Justice to access and utilize mental health services and other supports and navigate the justice
system. The program provides mental health support and triage, facilitates mental health release planning and
diversion for eligible individuals, liaison with the Crown and MH court stakeholders, crisis support and intervention,
consultation services, short-term limited case management services. Consultation and support are also provided to
family members, friends, legal personnel, health/mental health service providers, and the greater community.
Individuals can be released from custody and may be diverted out of the regular stream of the CJS, by virtue of their
voluntary participation in the program. The program supports those living with developmental disability and mental
health navigating the justice system.

What You Will Do:
- Conduct comprehensive psychosocial assessments with clients who are likely to be diverted.
- Outreach, assessment and ongoing support to individuals experiencing dual diagnosis who have experience in
the justice system.
- Support clients in transition to appropriate support and independent living.
- Assess the client’s support needs and wishes utilizing Ontario Common Assessment of Needs
- Assist clients to identify and achieve their goals utilizing Critical Time Intervention model of service.
- Follow up to ensure development of a supportive network where the connections developed with client are of
high quality and continue to work for a client.
- Support and educate clients and caregivers through the court process.
- Accompany or meet clients in the community. Respond to crisis and facilitate intervention planning
- Arrange court-ordered psychiatric assessments.
- Provide support and assistance to family and friends.
- Provide consultation to the judiciary, Crown and defense counsel on cases referred for disposition,
recommending services and terms to be included on probation orders and conditional sentence orders.
- Establish and maintain working relationships with Judges, Crown Attorneys, Duty Counsels, and other court
personnel, community agencies, The DSO sector, forensic units, hospitals, and detention centres.
- Provide support, consultation and information to the Crown Attorney and other offices of the Court on dual
diagnosis services.
- When the accused individual is linked and following through with the service care plan, the employee will
present the information and recommendation for diversion to the Crown for those individuals who are eligible
for diversion.
- Provide education to mental health facilities and developmental disability agencies about Dual Diagnosis issues,
services and the court process.
- Maintain program and agency documentation as per policies.
- Maintain confidentiality as per “Personal Health Information Protection Act.”
- Work with the Program Manager to identify and meet professional development needs.
- Participate in agency and other meetings and initiatives as appropriate.
- Develop and maintain collaborative relationships with key supports and resources in the community.
- Develop and maintain open and effective working relationships with lead partner agencies, including the DSO
sector.

- Work closely with community sector network tables and other community stakeholders to ensure individuals
have access to case management and other appropriate services
What You Bring to the Team:
- A degree or diploma in Social Work, Social Services, Psychology, health, or justice related areas
- Five years working with individuals 16 and over experiencing severe and persistent mental health issues.
- Five years working experience with those with a dual diagnosis. (Developmental disability and mental health)
- Knowledge of trauma informed practice
- Experience working with individuals with ASD
- Experience working with individuals with developmental disabilities.
- Demonstrated knowledge and experience of Behaviour Support Planning
- Knowledge of the relationship between developmental disability and mental health problems.
- Demonstrated experience working in a client-centred approach in case management
- Knowledge of the Criminal Justice System is essential.
- Knowledge of the DSO sector and the support and funding available for individuals who have a dual diagnosis.
- Knowledge of the court system and judiciary process
- Extensive knowledge of the Tenant Protection Act, and systemic issues related to housing, poverty and mental
health.
- Sound knowledge of issues related to dual diagnosis treatment and recovery.
- Committed to working in partnerships and within an anti-oppression framework.
- Clear understanding of PHIPA and other relevant privacy legislation related to health information custodians.
- Ability to communicate effectively and respectfully with clients, families, and other supports.
- Strong in self-motivation and working in a team; excellent problem solving and decision-making skills.
- Computer literacy in Microsoft (Word, Excel, PowerPoint, Outlook); experience in Pirouette, OCAN, and IAR is an
asset.
Working Conditions and Other Requirements:
- Work is conducted primarily in the community in all weather conditions
- Client accompaniment, client home visits and community visits are a major component of this work, and staff
may be exposed to a broad spectrum of experiences including unpleasant experiences such as exposure to pests
or unpleasant odours
- Staff are also exposed to a variety of unsafe community areas/buildings and are encouraged to be aware of their
personal safety at all times and adjust their behaviour and location according to an assessment of each specific
situation
- Travel throughout downtown Toronto is required
Compensation and Benefits:
- For the Dual Diagnosis Justice Case Manager, Fred Victor offers a salary range an hourly rate of $29.40
- 4 weeks of vacation to start + 1 float day
