Job Duties
This Grants Administrator/Financial Specialist supports the Rural Health Transformation (RHT) Program by managing the financial and administrative components of Virginia Works’ grant activities. This position ensures accurate and timely fiscal reporting, compliance with state and federal regulations, and effective distribution of grant funds through competitive processes.
Working closely with the RHT Program Manager and Rural Healthcare Apprenticeship Consultant, the Grants Administrator oversees financial operations, monitors expenditures, reconciles budgets, and ensures subrecipients adhere to all applicable policies and requirements. The role includes developing grant agreements, issuing award letters, and managing reimbursement and closeout processes. Additionally, this position provides technical assistance and training to partners, reviews certifications, processes budget revisions, and prepares monthly and annual reports to maintain program integrity and accountability.
This is a restricted position funded by a five-year grant, effective March 1, 2026, through September 30, 2031. Continued funding is contingent upon annual performance reviews, which will determine eligibility for funding in each subsequent year.
Minimum Qualifications
Demonstrated strong knowledge of financial management, grants administration, and budget/expenditure tracking, including compliance with federal and state regulations. Demonstrated ability to review, reconcile, and monitor grant budgets and expenditures; prepare accurate financial reports; maintain audit-ready documentation; and provide technical assistance and training to partners. Excellent analytical, organizational, and time management skills, with the ability to manage multiple priorities in a fast-paced environment. Strong interpersonal, facilitation, and oral/written communication skills for effective collaboration with internal teams, subrecipients, and external stakeholders. Demonstrated ability to problem-solve independently, identify discrepancies, and implement corrective actions proactively. Demonstrated ability to interpret and apply laws, regulations, and policies; conduct research; analyze financial and program data; and develop sound conclusions and recommendations. Demonstrated proficiency in Microsoft Office 365 (especially Excel) and other financial tracking tools; high level of skill in spreadsheet and word processing software. Capacity to work both independently and as part of a team, adapting to changing priorities while ensuring compliance, accountability, and transparency.
