This position is being filled under Direct Hire Authority (DHA) for Certain Personnel of the DoD Workforce, in accordance with Section Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following:
You will serve as the lead for all phases of Energy Management Systems (EMS) projects. This includes independently conducting research, developing project documentation and specifications, and reviewing and critiquing complex designs and drawings submitted by contractors to ensure they meet the unique needs of the Pentagon's systems.
As the senior technical expert, you will act as the primary consultant for all EMS and Direct Digital Control (DDC) systems. You will provide authoritative guidance on design parameters, independently evaluate and ensure hardware and software compliance, and develop custom logic and programming for controllers to ensure proper system integration and functionality.
You will provide the highest level of support for complex operational issues, coordinating central monitoring, alarm handling, and providing remote and on-site analysis to resolve system deficiencies. This includes analyzing trend data, modifying software applications to meet changing needs, and making authoritative decisions on system acceptance.
You will serve as a Contracting Officer Representative (COR), taking responsibility for monitoring and evaluating contractor performance, authorizing payments, and ensuring all work complies with policies and energy conservation goals. Additionally, you will be responsible for training and providing technical guidance to junior technicians and other internal staff.

This position is designated as Drug Testing Required. The employee is subject to random urinalysis testing in accordance with guidelines.
This position requires you to submit a Financial Disclosure Statement, OGE-450, Confidential Financial Disclosure Form upon entering the position and annually.
This position may require up to 20% occasional travel away from your normal duty station for official business on military or commercial aircraft.
The incumbent is required to pass a pre-employment and yearly physical examination for this position.
The duties of this position require one to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
This position requires you to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
The incumbent must be able to lift at least 50 pounds.
The incumbent is required to wear special protective clothing and using protective equipment such as, safety harness, gloves, hard hat, respirator, safety shoes, etc., while working in hazardous areas.
The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE.
Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions.

Basic Requirements: Specialized Experience (for positions at GS-4 or equivalent and above): Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
