Major Duties

  • Serves as a DoD Government Fuel Card Program Management Office (GFCPMO) Program Manager (PM).
  • Responsible for all DLA-E sponsored fuel cards used for official government business.
  • Responsible for identifying continuous process improvements and integration of the Government’s acquisition and payment processes through development, promulgation, implementation, and evaluation of Card Program reform initiatives.
  • Develop, plan, and monitor contracting milestones to maintain a seamless transition between card contracts, changes in card providers, performance schedules, terms and conditions and dispute actions.
  • Participates with studies, investigations, and analyses to formulate and develop Government recommendations for policies and procedures.
  • Develops, implements, and monitors operational plans and procedures in the administration, marketing, coordination, and reporting requirements for fuel cards.
  • Interfaces with representatives from DoD and other agencies and provides updates regarding delays or transitional problems.
  • Reviews the operations of the GFCPMO fuel card program, accounting and payment activities (including delinquencies, debts, and payment issues) to assess their efficiency and effectiveness in performing fuel purchases.
  • Independently conceptualizes, develops, and manages projects.

Qualification Summary

To qualify for a Senior Policy Analyst, your resume and supporting documentation must support: A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies tosuccessfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level,applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under otherpay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements includingtime-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications,and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specializedexperience includes: Analysis of government wide metrics used to measure the effectiveness of card program initiatives. Development, implementation, and monitoring of operational plans and procedures. Reviewing and approving internal management controls, business and financial requirements, and associated documentation in support of card programs. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOUMUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. C.Combination: Combinations of successfully completed post-high school education and experience may be used tomeet total qualification requirements for grade level GS-13 and may be computed by first determining the applicant'stotal qualifying experience as a percentage of the experience required for the grade level; then determining theapplicant's education as a percentage of the education required for the grade level; and then adding the twopercentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Onlygraduate education in excess of the amount required for the next lower grade level may be used to qualify applicantsfor positions at grade GS-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
