Summary
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA Enterprise Operations Office / Current Operations Division.

- Provide situational awareness and reporting of IT architecture.
- Oversee surveys, assessments, repairs and restoral actions of IT architecture.
- Coordinate network trouble calls and operational messages.
- Provide incident response as Cyber Defense Incident Responder.
- Provide knowledge management of IT architecture.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
- This position requires pre-employment and periodic counter-intelligence polygraph exams.
- This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
- This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
- This is a Key Position. Position cannot be vacated during an emergency or mobilization.
- The DoD policy on overseas employment for civilian employees limits overseas tours to 5 years. Case-by-case extensions beyond the 5-year limit may be granted in extremely rare situations.
- This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Individual Occupational Requirement
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Education may also include communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, which may be substituted for general experience on a month-for-month basis.
OR
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology.
Qualifying Experience
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service (GS/GG-12).
For this position, qualifying experience is defined as: Experience providing situational awareness and reporting for IT architecture across various networks and systems, as well as conducting cyber incident response.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
There is no substitution of education for qualifying experience at the GG-13 grade level.

- If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
- Current competitive service employees who accept an overseas Cyber Excepted Service (CES) position or convert into an overseas CES position are not entitled to statutory return rights. Administrative return rights may still be granted at the discretion of the losing DoD Agency. Employees without administrative return rights will, at the end of their overseas tour, be subject to placement through the DoD Priority Placement Program.
- Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
- Current Federal employees within CONUS who are selected through a formal competitive recruitment process for a lower graded position overseas may be afforded pay retention if their pay would otherwise be reduced. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting when transferring to the overseas area.
- Telework availability will be based upon the mission requirements and supervisory determination.
- Eligibility for foreign-area allowances such as Foreign Post Allowance and Living Quarter Allowance will be determined at the time of hire.
- No-fee passport required. US Government civilian personnel who have not received their no-fee passport prior to departing CONUS may enter the overseas foreign country (OCONUS) using a tourist passport. Civilian personnel cannot enter the overseas foreign country on ID card and/or travel orders. The passport must be valid for at least six (6) months beyond the date of arrival in the overseas foreign country.
- We may use this announcement to fill additional vacancies within 90 days of the closing date.
