INTRODUCTION
This position is located in the District of Columbia National Guard (DCNG), Construction and Facilities Management Office (CFMO), Planning and Programming Branch, District of Columbia Government Operations (DCGO). The mission of DCGO is to provide exceptional customer support to DC National Guard, while serving the District, and the community. “Working Together Towards Tomorrow”.
The position functions as a Master Planner responsible for technical and administrative development, coordination, and maintenance of the Real Property Master Plan (RPMP), the Long-Range Construction Plan (LRCP), and the Facility Life-Cycle Plan (FLCP). The incumbent prepares associated planning and programming of documentation and identifies administrative, logistics and training facilities required to support the Department’s mission.

MAJOR DUTIES
Researches, develops, integrates, maintains, and reviews a series of documents and databases, in accordance with State, National Guard Bureau (NGB), and Army guidelines and the documentation and integration of major maintenance and repair projects.
Participates in planning activities providing recommendations for state budget funding priorities. Attends required state financial work group budget coordination meetings. Prepares budget input documents to ensure proper format, completeness and timely submission.
Develops and plans daily production schedules and sequence of operations on a weekly and/or longer basis. Assures an even flow, reasonable distribution of work to meet changes in workload based on factors such as peak loads, availability of manpower, and processing time requirements.
Coordinates work accomplishment, priorities, and procedures with other units, directorates, and agencies, manages inventory to maintain appropriate levels, and the availability of raw materials for the production process.
Develops and maintains an integrated listing/program depicting all the State projects for MCARNG/UMI, Maintenance and Repair projects, and demolition of buildings in accordance with the ARNG Master Plan. Edits and technically reviews project documentation and site approval requests.
Works with the occupants, designers, and technical staff to verify the appropriate project justification, engineering estimates, economic analyses, and associated documents required to submit MCARNG/UMI projects to higher headquarters. In addition, works with local planning/programming activities such as Joint Service Reserve Component Facilities Board (JSRCFB) and District Planning Board to identify requirements, initiate appropriate projects to satisfy facility shortfalls, and ensure all projects have been coordinated with the historical and environmental personnel. Ensures that all plans/decisions developed by other District ARNG staff elements adhere to and consider the RPMP vision and focus.
Monitors progress of project programming document systematically through various NGB review agencies to ensure project approval is expeditiously accomplished.
Prepares ARNG program/project justification briefings to utilize at higher headquarters and manages projects from conception through final approval by higher headquarters.
Provides and conducts coordination with a variety of agencies, both internal and external on issues pertinent to planning for installations and facility management. Advises and assists tenants in development and initiation of project requests, ensuring that projects are in conformance with the ARNG Master Plan.
Prepares the agenda for District Planning Board meetings, coordinates, and conducts meetings, and approves the meeting minutes. Gathers and prepares Master Plan information for other groups as required.
Acts as the central coordinator for all production planning activities across the facility and liaison between State agencies and CFMO to ensure space and facility requirements of Master Planning assistance are addressed. Ensures the District meets DoD, Army, and State standards for master planning.
Reviews subsequent ARNG project engineering design plans and specifications for conformance to the original project. Reviews the ARNG program on a continuing basis for overall technical adequacy and updates as required.
Develops a long-range plan to structure and prioritize the number, size, content, and potential mix of ARNG installations and facilities to support current and projected force structure. Provides and development of longer-term real property acquisition, development, and construction for the Commanding General.
Initiates studies and confers with design/utilities personnel and firms to determine status of state utilities systems and land use to ascertain their capabilities to support future development. Generates project capabilities to support future development and project listing to support those requirements.
Serves as Project Officer for assignments outside of the master planning area such as environmental issues, RPMP projects, energy, fire protection, space management, etc.

Knowledge Required By The Position
Thorough knowledge of NGB and District project funding policies and construction criteria. Strong understanding of local, state, and federal government programs and processes.
Thorough knowledge of District facility inventory is sufficient to complete planning and programming responsibilities and influence decisions toward the most efficient, economic, and safe approach possible.
Broad understanding of planning and land use concepts and procedures; knowledge of architectural design and building construction, including site evaluation, conceptual planning, building design, construction documents and building construction methods and details; knowledge of scientific and engineering principles; and ability to prepare accurate project cost estimates.
Working knowledge of engineering disciplines sufficient to apply a broad range of engineering techniques in the planning, estimating, programming of individual projects, and the development, coordination, evaluation, review and updating of the RPMP, LRCP, LCFP and MCARNG/UMI construction programs.
Ability to adapt standard practices and to apply innovative techniques in the development of plans and programs for the use and functional layout of facilities.
Ability to analyze demographic information to discern trends in population, employment, and health. Knowledge of plan-making and project evaluation. Exceptional techniques for involving a wide range of people in making decisions.
Working knowledge of engineering fields such as civil, mechanical, electrical, and architectural to achieve adequate planning for facility development and conceptualizing plans/designs for MCARNG/UMI projects.
Working knowledge of the missions and requirements of all the ARNG major subordinate commands and directorates within the State.
Effective communication skills, both orally and written, to speak clearly with Federal and State officials, contractors, consultants, and local officials. Ability to organize, review, and provide constructive comments on proposals, plans, programs, design, studies, and reports.
Ability to utilize complex, state-of-the-art computer software packages (e.g., CADD, GIS, CARIOU, etc.) that integrate graphic and nongraphic databases for developing and estimating a wide variety of engineering projects, programs, and plans.
WORK ENVIRONMENT
Work is performed in an office setting with visits to various locations within the State, NGB and other National Guard facilities.

This position is classified as “Security Sensitive” due to the position’s duties and responsibilities.
Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication.
The Master Planner duties include accurately incorporating all identified user requirements with supporting justification necessary to obtain National Guard Bureau approval of funding prioritization of the projects identified in the ARNG Master Plan. The incumbent ensures that fund usage meets statutory and regulatory requirements.
The incumbent of this position must pass a Tier 1 background investigation.
The incumbent of this position must be able to obtain and maintain a Common Access Card (CAC) and security clearance.
LICENSURE/CERTIFICATIONS
The incumbent must possess and maintain a valid motor vehicle license.
