Background
The Information Technology Division (ITD) of the State Court Administrator’s Office (State), located at the Minnesota Judicial Branch (MJB), is seeking an experienced AI Application Developer with strong ASP.NET development skills and hands-on experience in Azure AI Services and Ollama. This role is for staff augmentation of the Development and Support Services team and will participate in designing and implementing AI-based solutions and enhancements to improve efficiency of court operations. The selected candidate(s) will be required to sign a confidentiality, participation, and assignment of rights agreement in a form acceptable to State.
The ideal candidate will have a solid understanding of Semantic Kernel, AutoGen, and modern AI design patterns such as Retrieval-Augmented Generation (RAG), vector search, semantic search, MCP (Model Context Protocol), and Agent AI.
You will design, build, and deploy AI-powered web applications that combine cloud-hosted and local LLM inference capabilities for scalable, secure, and context-aware user experiences
Role and Responsibilities
- Development and testing on EP320 project (Conciliation Court Virtual Assistant), internal operational projects, Access and Service Delivery (ASD-3) initiatives—assignments to be determined.
- Develop and maintain ASP.NET applications integrated with Azure AI Services and Ollama for local or hybrid LLM deployments.
- Implement intelligent agent workflows using Semantic Kernel or AutoGen to orchestrate multi-agent conversations and reasoning.
- Design and deploy RAG pipelines using vector stores, semantic search, and enterprise data connectors.
- Integrate vector databases and semantic search for dynamic content retrieval and contextual AI responses.
- Work with MCP (Model Context Protocol) to enable interoperability between agents and services.
- Develop APIs and services that connect enterprise systems to AI models, both on Azure and Ollama-hosted environments.
- Optimize model performance, latency, and cost efficiency across on-premises and cloud AI solutions.
- Collaborate with cross-functional teams (AI engineers, data scientists, DevOps) to deliver production-ready AI features.
- Engage in regular communication, at least weekly, concerning work performance and provide documentation regarding the work performed.
- Successful performance will be determined by regular communication of work progress to technical lead and DSS Development Supervisor.
Minimum Qualification
- Bachelor’s degree in computer science, Software Engineering, correlated field (or equivalent practical experience).
- 3+ years of experience developing applications with ASP.NET Core or ASP.NET MVC.
- Proven experience in integrating with Azure AI Services (e.g., Azure OpenAI, Cognitive Search, Cognitive Services).
- Experience running and integrating Ollama models for local inference or hybrid AI architectures.
- Hands-on experience using Semantic Kernel or AutoGen frameworks for AI agent orchestration.
- Strong understanding of RAG, vector search, semantic search, and Agent AI principles.
- Familiarity with Azure Blob Storage, Azure Functions, and Azure DevOps CI/CD pipelines.
- Proficiency in C#, RESTful APIs, and asynchronous programming.
Preferred Qualification
- Experience developing AI copilots, multi-agent systems, or LLM-powered chat interfaces.
- Knowledge of embedding generation, vector indexing, and hybrid retrieval strategies.
- Familiarity with MCP Server or other inter-agent communication protocols.
