Job Description
Contemporaries, a government contracting firm, is supporting the Department of Health and Human Services (HHS) in the search for a Policy Analyst (Technical Writer). This role is centered on strong writing and editing skills, with a focus on drafting, reviewing, and updating policy documents, memoranda, reports, and briefing materials.
The ideal candidate can translate complex or technical information into clear, concise language, while conducting research and producing high-quality written deliverables that support policy development and decision-making. Duties
- Provide administrative and operational support with a focus on policy development activities, including document management, reporting, and coordination across internal teams and federal partners
- Support policy initiatives and development efforts by managing and coordinating data calls; collect, synthesize, and organize input from internal stakeholders and external federal agencies
- Conduct policy research and analysis, including gathering data, evaluating findings, and preparing summaries, briefs, and recommendations to support leadership decision-making
- Draft, review, and edit policy documents, memoranda, briefing materials, and correspondence, ensuring clarity, accuracy, and alignment with HHS standards and federal guidelines
- Collaborate with cross-functional teams and partner agencies to support the development, review, and refinement of policies and program guidance
- Leverage AI tools to support policy functions, including drafting content, summarizing complex information, analyzing data sets, and improving research efficiency
- Serve as a point of contact for internal and external communications, including drafting responses, routing inquiries, and ensuring timely and accurate information sharing across stakeholders
- Review and process documents for clearance and approval, ensuring proper formatting, policy alignment, and timely coordination through leadership channels
- Maintain detailed documentation and tracking systems for policy actions, communications, and program deliverables
- Assist in the development, revision, and implementation of Standard Operating Procedures (SOPs) related to policy workflows and program operations
Required Qualifications
- Bachelor’s degree in Public Policy, Public Health, Political Science, Communications, Technical Writing, or a related field
- 3–7+ years of experience supporting policy development, technical writing, policy analysis, or program operations, preferably within a federal or government contracting environment
- Demonstrated experience drafting, editing, and reviewing policy and technical documents, including reports, memoranda, briefings, or formal correspondence
- Strong technical writing skills, with the ability to translate complex, scientific, or regulatory information into clear, concise, and audience-appropriate content
- Experience conducting research and analysis, including gathering data, synthesizing findings, and preparing written summaries or recommendations
- Experience coordinating with internal teams and external stakeholders, including managing requests, routing information, and ensuring timely communication
- Excellent written and verbal communication skills, with strong attention to detail and organizational abilities
- Experience managing multiple priorities and deadlines in a fast-paced, high-visibility environment
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
Preferred Qualifications
- Master’s degree in Public Policy, Public Health, Communications, or a related field
- Experience supporting federal agencies (HHS, NIH, or similar) or working within a government contracting environment
- Familiarity with federal policy development processes, interagency coordination, or public health initiatives
- Experience supporting or managing data calls, information requests, or cross-agency research efforts
- Experience with document clearance processes, including routing materials for leadership review and approval
- Proficiency with SharePoint or other document management and tracking systems
- Experience developing or maintaining Standard Operating Procedures (SOPs)
- Experience leveraging AI tools (e.g., ChatGPT or similar platforms) to support technical writing, research, and workflow efficiency
