Overview

Connect VIP is seeking an experienced

Senior Programmer Analyst/ SQL Developer (Level 3)

on behalf of our client to support ongoing operations and contribute to the delivery of complex data, analytics, and health information system initiatives. This role combines steady-state system support with project-based development work, working within an enterprise environment that supports health-related applications and data-sharing platforms. The successful candidate will work on-site in Fredericton, NB and collaborate with cross-functional technical teams to ensure high-quality system performance, data integrity, and project execution.

Key Responsibilities

Systems Analysis & Design

  • Gather and analyze technical and business data to determine feasibility of proposed system enhancements or new solutions.
  • Develop detailed functional and system design specifications for small systems or components of larger enterprise solutions.
  • Define methods, processes, and workflows for application and data integration.
  • Contribute to enterprise architectural planning where multiple systems and domains must be considered.

System Development & Implementation

  • Develop, test, and implement application components, data integrations, and small system modules.
  • Create and maintain technical documentation including user guides, operational manuals, procedures, and training materials.
  • Participate in system and integration testing as part of a structured test team.
  • Support production deployments, system updates, and change management processes.

Database & Integration Development

  • Maintain and enhance SQL Server databases including tables, views, stored procedures, triggers, indexes, and scheduled jobs.
  • Build advanced SSIS (SQL Server Integration Services) packages for data movement, transformation, and integration workflows.
  • Perform database performance tuning and resolve complex SQL issues.
  • Support data preparation, data conversions, and analytic data workflows.

Business Intelligence & Reporting

  • Design, develop, and deploy SSRS reports and/or Power BI dashboards.
  • Support enterprise BI and data warehouse environments.
  • Contribute to the design of security models, governance standards, and data-sharing frameworks.

Operational Support

  • Provide Tier 2/Tier 3 support for applications, integrations, and databases.
  • Troubleshoot, analyze, and resolve complex technical issues.
  • Provide after-hours support as needed (pre-approved).
  • Advance technical governance, improve platform stability, and support ongoing system modernization efforts.

Technical Leadership

  • Provide guidance, mentorship, and leadership to programmers and junior technical staff.
  • Ensure adherence to technical standards, best practices, and architecture principles.
  • Contribute to planning and execution of enhancements, upgrades, and data platform initiatives.

Qualifications

Education

  • University degree in Computer Science or related field; equivalent experience may be considered.

Experience

  • Minimum

15+ years

of IM/IT experience.

  • Minimum

5+ years

supporting or maintaining health applications in a Canadian provincial context.

  • Minimum

10+ years

hands-on experience with

SSIS

(including building complex integration packages).

  • Extensive experience with SQL Server (2012+) including database design, stored procedures, functions, performance tuning, and scheduled jobs.
  • Experience in enterprise BI solutions (Power BI administration preferred).
  • Experience developing SSRS reports and/or Power BI dashboards.
  • Experience with Cognos/Impromptu is an asset.
  • Experience leading technical solutions in operational environments and working within multi-system enterprise architectures.

Skills

  • Strong analytical, troubleshooting, and problem-solving abilities.
  • Excellent communication skills (written and verbal) in English.
  • Ability to collaborate effectively with technical teams, stakeholders, and leadership.
  • Strong understanding of data governance, architecture, and integration best practices.

Other Requirements

  • Must be available to work

on-site

in Fredericton, NB.

  • Immediate availability required.
  • Ability to provide after-hours or weekend support as needed (with approval).
