The Regional MS4 Regulatory Specialist provides regional oversight and technical support to ensure consistent implementation of MS4 permit requirements. The position guides permittees in developing and maintaining compliant stormwater programs, interprets regulatory requirements, and supports statewide consistency in MS4 program administration. This position will also provide technical support for permit-related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly, and consistently. Collaboration with local governments, internal programs, and stakeholders is performed as needed to support effective program implementation.
RESPONSIBILITIES
The specialist leads regional MS4 compliance activities by conducting inspections, audits, and program evaluations to determine compliance with permit requirements.
Responsibilities include:
- Reviewing MS4 Program Plans, Annual Reports, TMDL Action Plans, IDDE programs, and BMP tracking to assess technical accuracy and regulatory compliance
- Maintaining compliance schedules, tracking systems, inspection records, and enforcement documentation to support accurate compliance determinations
- Developing and communicating corrective or enforcement actions when deficiencies are identified
- Providing regulatory guidance to permittees
- Responding to inquiries regarding permit requirements
- Promoting consistent statewide implementation of MS4 regulatory expectations
- Collaborating with internal stormwater, water quality, and enforcement programs, as well as with local governments and stakeholders, to support effective compliance and program implementation
- Supporting public outreach, meetings, or hearings on an as needed basis
Additional responsibilities may include contributing to the development of policies, guidance documents, and compliance strategies, including support for Chesapeake Bay and local TMDL requirements
QUALIFICATIONS
- Demonstrated knowledge of environmental science, environmental engineering, and industrial/municipal stormwater management
- Experience in permit compliance evaluations, inspections, documentation, and enforcement support
- Ability to interpret and apply complex federal and state stormwater requirements, assess program performance, and identify appropriate corrective actions
- Proficiency with Word, Excel, GIS, PowerPoint, and compliance tracking systems is essential,
- Ability to communicate technical and regulatory information clearly to diverse audiences, including regulated permittees
- Excellent verbal and written communication skills with the ability to effectively communicate across a widely varying audience
- Exercises professional judgment and decision making
- Ability to work independently or collaboratively to meet deadlines
- Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission, with a commitment to fairness, transparency, and responsiveness to public concerns
- Ability to perform occasional fieldwork on uneven terrain and access work sites to perform job duties
