CeLeen, an operating firm of Command Holdings, is seeking a Public Affairs and Outreach Subject Matter Expert to support the Cybersecurity and Infrastructure Security Agency's (CISA) Office of Security Programs (OSP).
Responsibilities May Include (but Are Not Limited To)
- Develop and implement comprehensive public affairs strategies that support organizational objectives and enhance public understanding.
- Provide expert counsel on communication planning, message framing, and audience targeting for internal and external stakeholders.
- Draft, review, and refine communication products, including talking points, press releases, fact sheets, speeches, and digital content.
- Serve as a subject matter expert for media inquiries, ensuring accurate, timely, and mission-aligned responses.
- Design and execute outreach strategies to engage community groups, industry partners, government agencies, and other key stakeholders.
- Lead planning and facilitation of public meetings, workshops, listening sessions, and stakeholder briefings.
- Develop outreach materials tailored to diverse audiences, ensuring clarity, accessibility, and cultural relevance.
- Prepare reports, briefings, and recommendations for leadership based on data-driven insights.
- Track performance metrics for outreach and public affairs activities to demonstrate impact and inform future strategy.
- Represent the organization at conferences, interagency meetings, and public events as a communication expert.
This position is contingent on contract award.
Work Environment
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications
- Bachelor's degree.
- Must be able to obtain DHS Suitability.
- Minimum of ten years of professional experience with a minimum of 3 years of same or relevant line of work.
- Demonstrated expertise in emergency management, active assailant preparedness, or a closely related field.
- Experience engaging with public and private sector stakeholders on security preparedness topics.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

- Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.
- U.S. Citizenship is required.
Preferred Qualifications
- Master's degree.
- Current, active DHS Suitability.
- Familiarity with FEMA frameworks, National Response Framework (NRF), and/or NIMS.
- Direct experience working within DHS.
