We are currently seeking a Project Manager to work onsite with the National Institutes of Health in Rockville, MD.

The US base salary for this full-time position is $54-75/hr + benefits. Salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Responsibilities

Technical Requirements:

• Serve as project managers (up to two [2] part-time staff) for analyzing usage compliance for post-closeout NIAID UC6 Construction Grant Program, including conducting in-person site visits for all facilities. o The UC6 Construction Grant Program supported construction of Regional biocontainment labs for biomedical research.

• Grant recipients were required to design, construct, and commission labs to support research on priority pathogens and emerging infectious diseases.
• Biosafety labs, at a minimum, were required to include a vivarium for small animals, and support space for research, administration, and building operations.
• Labs were required to support biodefense and emerging infectious diseases research.
• Labs were required to serve as a regional resource for research institutions in the area, including to assist public health efforts in the event of a bioterrorism emergency.
• Develop site visit plan for GMP approval and maintain progress/status updates.
• Review award and all monitoring/site visit compliance requirements for biosafety, biosecurity, facility and building usage/maintenance, and construction change orders. Requirements of NIH post-award monitoring must be met.
• Develop site visit agendas, checklists, and compliance tools for GMP approval.
• Coordinate site visit plans with recipients and NIAID staff. Participate in meetings with NIAID staff.
• Conduct all post-award monitoring site visits in-person (approximately 14 facilities). All biocontainment labs/facilities are located within the U.S. o Conduct site visits for each facility, including facility tours and interviews with staff. GMP staff may opt to attend for observational purposes.

• Conduct in-depth analysis of the facility usage over the usage period and relevant documentation, including physical security/biosecurity, facility and building maintenance, and construction change orders
• Analyze whether compliance requirements were met during the usage period, including whether prior approval requirements for changes in use complied with NIH policy and the terms and conditions of award.
• Provide monthly status updates on progress of all sites.
• Meet the requirement of completing site visits prior to the end of usage period.
• Brief GMP on site visit outcomes and analyses, as needed.
• Draft and submit post-site visit reports for each facility to GMP within 30 days of the conclusion of the visit.
• Document site visits and closeout of usage requirements in the Official Grant File, or other NIH/NIAID systems (IMPAC II, WOMBAT, shared folders/resources, etc.).
• Manage other program requirements, including review and recommendations of prior approvals for changes and final closeout checklists and letters.
• Update internal SOP on processes for site visit activities and usage requirements.
• Provide technical expertise to the GMP Director and Deputy Director, and coordinate with designated staff, as requested.

Travel and Training Requirements:

• Travel is required for in-person site visits. GMP anticipates approximately 14 domestic in-person site visits. In-person site visits are generally one-day visits; therefore, include a budget accordingly for travel costs in accordance with GSA requirements.
• Travel may also be required for attendance at in-person meetings, if located within 50 mile radius of meeting location at the NIAID office.
• All travel must be approved in writing by the Contracting Officer

Other Requirements:

• Work will be performed for each up to 1,560 hrs, as needed, per year for two years (one base year plus one option year) during normal business hours, Monday-Friday, excluding Federal holidays.
• However, work can run past business hours and flexibility will be needed, and the contractor will be responsible for scheduling.
• Remote work, except for requirements outlined in the travel and training requirements, may be authorized if approved by the Task Leader, COR, and the CO.

Qualifications

Specific Qualifications:

• All support positions require a minimum of a B.A. or B.S. degree.
• The education, skills and relevant years of experience required for each support position are consistent with those identified as the minimum requirements for the labor categories specified in the contract.
• Prior knowledge of the administration of federally-funded construction programs, grant mechanisms, and usage requirements.
• Experience conducting site visits.
• Able to effectively communicate, verbally and in writing.
• Will require knowledge of relevant NIH policies and award terms and conditions.
• Understanding of NIH, its organization, and culture preferred.
• Knowledge of NIH organizational travel (CGE) and personnel (FPS) systems is highly desired.

Skills

• Strong organizational skills with accuracy and attention to detail.
• Must be extremely reliable and adaptable with strong time-management skills; ability to prioritize and handle multiple responsibilities with minimum supervision.
• Demonstrates good judgment, particularly when managing confidential information.
• Excellent written and verbal communication skills with the ability to be professional, clear, and accurate both verbally and in writing
• Knowledge of organizational travel, budget, and purchasing systems.
• Proficiency in MS Office Suite (Excel, Word, Outlook, PowerPoint).
