The City of Victoria is hiring three Utility Operator 1 positions to support the installation, repair, and maintenance of our water, wastewater, and storm systems. In this hands-on role, you’ll work as part of a crew on active construction or maintenance sites - excavating, installing pipe, operating equipment, assisting with CCTV inspections and helping ensure essential underground infrastructure is built and maintained safely and effectively.
You’ll contribute to a wide range of utility work, from responding to service calls to supporting new installations, all while working safely around traffic, equipment, and the public. This is an excellent opportunity for someone who enjoys physical outdoor work, being part of a crew, and contributing directly to services that support public health and daily life in our city.
If you hold a valid Class 5 BC Driver’s Licence, have Level 1 certification in water distribution and wastewater collection, and bring related experience in underground utilities or construction, we encourage you to apply.
This competition may be used to establish an eligibility list to fill future vacancies within this department, in accordance with the CUPE Local 50 Collective Agreement. The list will remain in effect for up to six months.
POSITION FUNCTION
Participate in the installation, rehabilitation, repair, inspection and testing of Water, Wastewater, and Storm systems.
KEY DUTIES
Performs any combination of tasks pertinent to installation, repair, upgrade and control of the operation of a water distribution or wastewater collection system. Excavate and backfill material prior to installation or for the repair of water, wastewater or storm systems; install pipe and related appurtenances; control flow of water/wastewater; monitor gauges, meters, observe variations in operating conditions; test chlorine levels in water system; operate valves; maintain logs, record meter and gauge readings; initiate work orders such as Parks, Roads and Concrete; perform routine maintenance functions and custodial duties.
Operate a vehicle to transport equipment and materials; maintain supply of parts and materials in service truck for on‑site repairs; read and interpret engineering plans for system design and location of utilities; operate various equipment related to excavation and pipe installation; follow applicable confined space entry procedures; load and unload equipment manually or using a forklift.
Provide instructions and information to other staff and contractors as required; make recommendations on pipe, fittings, material and equipment required to complete job. Notify pertinent businesses and residents regarding the loss of service and new installation; respond to enquiries and complaints from the public regarding service disruption.
Perform related duties where qualified.

Key Skills And Abilities
Organize and prioritize work.
Understand and apply the techniques of installing and repairing water distribution, sanitary sewer and storm drain systems and associated pipe fitting, and the service and repair of water meters, various water valves and fire hydrants.
Use hand tools, instruments and power equipment.
Read and interpret engineering plans, utility information sheets and grade sheets.
Maintain accurate records.
Establish and maintain effective working relationships.
Deal with the public in a courteous and tactful manner.
Work safely on job sites.
Qualifications
Formal Education, Training and Occupational Certification:
High school graduation.
Water Distribution System Operator Level 1 Certificate.
Wastewater Collection Operator Level 1 Certificate.
Current and valid Class 5 B.C. Driver's Licence.
Experience
2 years of related experience with water distribution and wastewater systems or an equivalent combination of education and experience.
Other
May be requested to substitute in a more senior position.
