Union Affiliation: CUPE 4705 Inside Unit
Hours of Work: 70 hours bi-weekly
Shift Work Required: Some evenings and weekends
Range of Pay: Group 11 - $32.74 to $40.69 per hour
The start date will follow the selection process.
Main Function: Provide administration and enforcement of the Portable Sign, Business Licence, Animal Control and Parking By-Laws and assist the By-Law Enforcement Officers in their daily duties.
Characteristic: Under the general supervision of the Manager of By-Law and Animal Care and Control.
Duties
1. Process applications for portable sign permits including interviewing applicants, recording information, receiving fees, and issuing receipts and permits.
2. Conduct field review of portable and permanent business signs located on public or private property and of establishments to ensure compliance with the Sign and/or Business Licence By-Laws.
3. Perform field investigations of complaints and attempt to obtain compliance, including lay charges as required.
4. Collect, compile, and maintain evidence required for court action and prepare court documents; liaise with internal and external parties for coordinated response to joint investigations.
5. Attend before a Justice of the Peace to lay Information’s to initiate court proceedings and serve summonses on accused and witnesses.
6. Provide information and respond to general inquiries about the Portable Sign, Business Licence, Animal Control and Parking By-Laws from officials, business representatives, and the general public.
7. Issue parking tickets as required.
8. Attend all calls for service under the Animal Control By-Law and other legislation, including the rescue, trapping, transportation, and impound of domestic animals.
9. Pick up and dispose of deceased animals from public property. Arrange for the removal of large animals.
10. Respond to locations to apprehend dogs and cats who are restricting access for emergency services workers or who are left in a vulnerable state as a result of an event involving emergency services.
11. Perform animal care services such as feeding, cleaning, and minor medical health care treatments, and where necessary, the supply of injections, medicine, and creams under the support and direction of a veterinarian or designate.
12. Prepare evidence for legal proceedings and attend as a witness in court.
13. Provide administrative support and cash handling duties for the shelter including processing transactions and maintenance of records relating to intake, licensing, and adoption.
14. Perform typing, filing and miscellaneous clerical duties.
15. Assist other employees within the section with their duties during periods of overload, vacation, or absence.
16. Develop and maintain a thorough working knowledge of City of Greater Sudbury’s (CGS’s) Sign By-Law, Licensing By-Law, Parking By-Law, Animal Control, and other applicable by-laws.
17. Develop and maintain a thorough working knowledge of CGS’s Safety manual and the applicable provincial legislation listed therein.
18. Perform other related duties as required.

Qualifications
Education and Training:
- Successful completion of secondary school (grade XII) education plus short, specialized courses in law enforcement (e.g., Ontario Association of Property Standards Officers (OAPSO), Municipal Law Enforcement Officer (MLEO), etc.).
Experience
- Over one (1) year up to and including two and one-half (2½) years of directly related municipal or police law enforcement experience.
Other Requirements:
- Demonstrate ability related to computer software and administrative systems in a Windows environment (i.e., file maintenance, word processing, spreadsheet applications, information input and retrieval).
- Knowledge of applicable legislation and related regulations.
- Knowledge of applicable by-laws and court room procedures.
- Demonstrate organizational, analytical, and administrative skills and ability to exercise judgement in procedures and methods used.
- Ability to demonstrate interpersonal skills in dealing with the public in a courteous and effective manner.
- Excellent use of English; verbally and in writing.
- French verbal and written skills an asset.
- Satisfactory health, attendance, and former employment history.
- Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
