Responsibilities

PRIMARY PURPOSE

Manages and oversees the design and development of a competency-based training and assessment model, including skill standards, training catalogs, assessment measures and tools, and certification, further enhancing the learning experience at BCRTC. Collaborates with business stakeholders to identify core technical and non-technical competencies, including skills, qualifications, and safety knowledge, to meet regulatory requirements for the rail industry and support BCRTC’s operational and maintenance standards. Represents the company in reinforcing a culture of quality across the organization, ensuring customer expectations are met through the consistent application of standards, processes, and procedures. Under this role’s supervision, the team produces engaging and impactful learning modules and courses that enhance employee knowledge and capabilities, contributing to organizational success. Supervises the team, manages internal and external vendors, and ensures alignment with business objectives, regulatory requirements, and industry best practices. Shapes and executes the overall organizational learning strategy.

KEY ACCOUNTABILITIES

Supports the Senior Manager by leading the Learning Experience team in the design, development, and implementation of learning solutions that meet learner needs, organizational objectives, and regulatory requirements.

Leads the design, development, delivery, and evaluation of learning solutions using instructional design best practices, ensuring quality, alignment with business needs, and effective post-implementation evaluation.

Leads an integrated learning and competency approach that embeds performance expectations within learning pathways and aligns training, assessment, and evaluation with corporate strategies, operational priorities, and regulatory requirements.

Partners with business leaders, safety teams, and departments to identify skill gaps and ensure learning solutions and assessments reflect real operational and safety requirements.

Develops and maintains scalable measurement, tracking, and evaluation practices to assess the effectiveness of learning and integrated competency outcomes. Analyzes data to identify trends, gaps, and opportunities for improvement, and prepares reports and recommendations for leadership.

Leads the development of training policies, processes, standards, templates, tools, and metrics to ensure consistency and quality across training programs, while staying current with learning trends, technologies, and industry standards.

Collaborates with the Senior Manager, Training & Development, and other internal and external stakeholders on the development and implementation of the departmental budget.

Champions a learner-centered organizational learning culture that promotes engagement, relevance, and continuous improvement.

Manages the selection, development, coaching, and performance of reporting staff and leaders.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are typically acquired through an undergraduate degree in Instructional Design, Education, or an equivalent program that focuses on adult learning and learner experience design. Certified Training and Development Professional is preferred.

This job requires seven (7) years of progressive experience in designing and delivering learning solutions in a corporate environment. With at least 3 years in leadership or management role overseeing the design and delivery of multi-modal learning programs across various industries.

OTHER REQUIREMENTS:

Advanced knowledge of concepts, principles, practices and techniques pertaining to competency-based employee training programs and online learning and learning management systems.

Demonstrated knowledge and experience in leveraging tools and emerging technologies i.e. artificial intelligence to enhance instructional design, learning analytics and digital learning solutions.

Advanced knowledge of learning technologies, including Learning Management Systems, authoring tools, and other digital learning tools.

Advanced leadership, development and team building skills to foster a high-performing team culture and manage staff.

Excellent interpersonal and communication skills with the ability to provide specialized guidance and expertise to stakeholders at all levels of the organization.

Solid analytical and problem-solving skills.

Proven experience with analytics tools (e.g., Excel, Power BI).

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

Rate of Pay

The salary for this position ranges from $109,920 - $164,880 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
