Job Description

Program/Senior Facility Manager (Facilities & Construction Management) ATI is seeking a Program/Senior Facility Manager who will hold operational and P&L accountability for federal facility operations contracts in the National Capital Region.

The Program

Manager will be responsible for the daily operational excellence and regulatory compliance of one or more sites, while assisting in business development. This role requires a leader who can navigate the complexities of government contracting, assist with proposal efforts, and maintain the highest standards of security and mission-readiness. This role involves working in secure environments in support of mission-critical operations.

Duties and Responsibilities Duties may include, but not be limited to, the following: 1. Operations & Service Delivery

  • Facility/Program Management: Direct daily operations of one or more facilities, including secure facilities, ensuring all service level agreements (SLAs) and key performance indicators (KPIs) are met or exceeded.
  • Compliance & Safety: Ensure all managed sites strictly adhere to OSHA, local building codes, and client-specific security protocols.
  • Vendor Management: Negotiate and oversee master service agreements with third-party vendors to ensure quality control and cost-efficiency across all projects.
  • Quality Assurance: Conduct regular site audits and performance reviews to maintain a standard of excellence in preventive and corrective maintenance. 2.

Management (P&L)

  • Fiscal Accountability: Manage the full P&L for assigned contracts, including budget forecasting, monthly financial reporting, and variance analysis.
  • Cost Optimization: Identify and implement cost-saving initiatives and operational efficiencies to improve gross margins without compromising service quality. 3.

Business

Development & Growth

  • Proposal Leadership: Serve as a Subject Matter Expert (SME) during the proposal process, contributing to technical writing, staffing models, and pricing strategies for new opportunities.
  • Client Relationship Management: Act as the primary point of contact for client leadership, transforming operational success into long-term account retention and expansion.
  • Market Intelligence: Stay abreast of DC/NOVA market trends, including sustainable building practices and smart-building technology, to offer innovative solutions to prospective clients.
  • Leadership & People Management
  • Team Development: Recruit, mentor, and lead a team of Facility Managers and site leads, fostering a culture of professional growth and high performance.
  • Resource Allocation: Optimize staffing levels across multiple projects to ensure proper coverage while maintaining budgetary targets.

Required Qualifications and Experience

  • Experience and Leadership: Minimum of 10 years of experience in Facilities Management, with at least 3–5 years in a Program Manager or Multi-site Leadership role.
  • Professional Credentials: At least one industry-recognized certification, such as CFM, FMP, CCM, CxA, PE or PMP.
  • Security Clearance: Must possess (or be able to obtain) a Top Secret/SCI clearance. Must be a US Citizen and eligible to obtain and maintain clearance; Candidate must be able to work independently in a secure or sensitive environment;
  • P&L Management: Demonstrated experience managing budgets exceeding $10M, including forecasting, variance reporting, and margin improvement.
  • DC/NOVA Market Knowledge: Strong familiarity with the National Capital Region’s building codes, labor markets, and vendor landscape.
  • Government Contracting: Direct experience working with DoD, IC, GSA, or other Federal Agencies, familiarity with FAR, and maintaining compliance with government service contracts (SCA/Davis-Bacon Act).
  • Proposal & BD Experience: Proven track record of contributing to successful technical proposals, including staffing plans and cost estimations.
  • Proficiency in MS Office and CMMS (Computerized Maintenance Management Systems).
  • Ability to travel between multiple sites across the DC, Maryland, and Northern Virginia area.

Pay Range: $145,000 - $170,000/year depending on experience Location:
