Base pay range $182,276.00/yr - $236,944.00/yr
API is seeking a Senior Policy Advisor to conduct technical and administrative activities associated with assigned committee(s) within API’s Upstream Policy department. This role will ensure member company engagement and alignment on regulations, legislation, and policies addressing hydraulic fracturing, and other environmental issues including water and waste. Working closely with API staff, allied trades, coalitions, and other stakeholders, this role will assist with the development of API policy positions, manage issues based on those positions, and support strategy development and execution to achieve positive outcomes for API’s members.
Duties/Responsibilities
Serve as subject matter expert on exploration and production environmental issues, including water, waste and hydraulic fracturing.
Learn, understand, apply, and communicate applicable federal laws, regulations, policies, and agency practices and procedures.
Manage the development and implementation of policy positions in coordination with API members and staff.
Provide timely and credible analyses of proposed regulations, legislation and policies. Analyses may include identifying and prioritizing key issues, analyzing their potential impact to industry, assessing the feasibility of compliance, developing cost-effective, scientifically-defensible alternative proposals, and preparing written comments for submission to government agencies.
Identify new or emerging issues to ensure that the assigned committee(s) prioritize and respond appropriately to key issues.
Work with member companies to organize and lead committee meetings and facilitate outcomes that achieve committee goals.
Support API departments including public affairs, legal, government affairs, Global Industry Services and other API offices including State Petroleum Councils as appropriate to help API and its committees develop and implement the necessary strategy to address the relevant issues.
Collaborate with other industry trade associations, industry coalition groups and interested stakeholders to best position API and the upstream industry for successful advocacy on relevant issues.
Coordinate policy position(s) for advocacy efforts at the federal and state levels and ensure consistency and alignment between API policy and advocacy efforts.
Works with industry representatives and API staff on the development of API standards and technical programs to help advance and promote safe operations.
Provides direct input on yearly budget needs and expectations. Oversee spending and project management of third-party contractors in area of responsibility.
Act as an advocate and spokesperson for API and the industry with national, state, and local policy makers as well as private sector companies, the media, think tanks, and non-governmental organizations (NGOs).
Qualifications
7-10 years of experience in a similar role and subject matter expertise.
Bachelor's degree in relevant area, or other related field equivalent work experience.
Experience with industry issues or related/transferable regulatory advocacy, with technical knowledge of broad industry operations preferred. Experience in public policy advocacy, regulatory affairs, or government may serve as comparable experience.
Knowledge of federal administrative law and rulemaking process.
Demonstrated abilities in interpreting and analyzing federal regulation/legislation in relation to the oil and natural gas industry and developing broad issues management strategies.
Initiative and ability to work both independently and collegially with others in the department, across the organization, with member company representatives, and allies.
Excellent communication skills (written, verbal, and graphical), planning, organizational skills and proficiency in Microsoft Office applications.
Physical Requirements
Able to remain in a stationary position working on a computer
Move about the office to access office machinery, meeting rooms, etc. on occasion
Operate a computer and other office machinery such as printers and copy machines
Transport items and equipment up to 10 lbs. on occasion

Approximately 20% but may vary based on individual job needs and function.
