The Air Force Civilian Service (AFCS) is looking for a full-time Data Scientist, GS-1560-13, Target 14 to serve as the principal Data Science, Artificial Intelligence (AI) and Knowledge Management (KM) advisor to the North American Aerospace Defense (NORAD) Command and the United States Northern Command (USNORTHCOM), Logistics and Engineering Directorate (J4), Peterson Space Force Base (SFB), Colorado.

Salary range: $109,246 – 167,830 based on experience.

In the position, you will serve as the principal data science advisor to the Logistics and Engineering Directorate (J4), NORAD and USNORTHCOM (N/NC), guiding the strategy and discovery of cutting-edge data solutions for its most complex and visible initiatives. This role leads the research and development of a modernized data ecosystem, transforming the directorate's ability to access, analyze, and exchange complex data to achieve its strategic objectives.

Qualifications/Requirements

  • Must be a U.S. Citizen.

  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (SCI) clearance.

  • This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.

  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience

  • Knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community.

  • Knowledge and skill of a broad range of Department of War (DoW) or private sector Command, Control, Communications, and Computers (C4) systems, data, data scientist Big Data analytics, machine learning, Artificial Intelligence (AI), cognitive science, programs, operations, strategies, tactics, resource and information processes, and force structure systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities.

  • Skill in articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain support for new program concepts.

  • Skill to develop and utilize appropriate data collection techniques and design, build and use models and simulation techniques.

  • Ability to identify opportunities for employing data science tools and application to enable operational and strategic planning in direct support of a combatant command level organization's mission and programs.

  • Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.

  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.

  • May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. The physical/medical assessment is not a pre-employment requirement.

  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.

  • Eligible for situational telework only, including Ad hoc, Emergency, or Office of Personnel Management (OPM) prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.

  • A nationally recognized professional certification in Data Science, Data Analytics, or a directly related sub-field.
