PMO Manager – Insurance Transformation

About the Role

We are looking for an experienced PMO Manager to lead and embed project management office capability across our insurance business. You will be the backbone of programme delivery — establishing governance frameworks, driving reporting discipline, and leading a team of PMO analysts and coordinators to ensure programmes land on time, within budget, and to the quality our stakeholders expect.

This is a hands-on leadership role suited to someone who combines strong PMO craft with the ability to build, motivate and develop a team in a fast-paced insurance environment..

Key Responsibilities

PMO Leadership & Governance

  • Design, implement and continuously improve PMO frameworks, standards and tools across the programme portfolio
  • Own the governance calendar — steering committees, programme boards, risk reviews — ensuring meetings are purposeful and decision-ready
  • Maintain the consolidated programme view, providing accurate RAID logs, milestone tracking and dependency maps across workstreams
  • Define and enforce change control processes, ensuring scope changes are properly assessed, documented and approved

Reporting & Insight

  • Produce executive-level reporting for senior leadership and board audiences, translating complex programme data into clear, actionable insight
  • Drive a culture of data accuracy and reporting timeliness across the project community
  • Monitor programme health metrics and proactively flag risks, issues and interdependencies before they become critical

Stakeholder Management

  • Build trusted relationships with Programme Managers, workstream leads and senior business stakeholders across the insurance division
  • Challenge constructively where delivery standards are not being met, influencing without direct authority where needed
  • Partner with Finance to ensure budget tracking, forecasting and benefit realisation processes are robust

Experience & Skills Required

  • Significant PMO experience, with at least 5-7 years at leading a PMO function or team
  • Insurance industry background — good working knowledge of insurance operations, regulatory environment (PRA, FCA, Solvency II) or transformation programmes within an insurer, Lloyd's market, or broking environment
  • Demonstrated people management experience — comfortable setting direction, managing performance and developing others
  • Strong command of programme governance tools and methodologies (MSP, PRINCE2, Agile or hybrid frameworks)
  • Advanced skills in portfolio reporting — proficient with tools such as MS Project, Smartsheet, Jira or equivalent
  • Excellent written and verbal communication; able to present to C-suite and board audiences with confidence
  • Analytical mindset with high attention to detail and the ability to synthesise large volumes of programme data into clear narratives

Desirable

  • Experience of large-scale insurance transformation (e.g. Solvency II / IFRS 17 implementation, claims modernisation, core system replacement, underwriting operations)
  • Exposure to TOM design or operating model change programmes
  • Relevant qualifications: P3O Practitioner, PRINCE2, MSP, or PMP
