Senior Telecommunications Subject Matter Expert

Acarin Inc is seeking a Senior Telecommunications Subject Matter Expert to provide technical and management leadership for critical telecommunications contract administration and vendor management initiatives. This role requires deep expertise in telecommunications analysis, contract modification workflows, and billing data reconciliation to support our clients' complex infrastructure needs. The successful candidate will serve as a senior-level resource participating in all transition activities, leadership meetings, and client engagements.

𝐊𝐞𝐲 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬

• Provide technical and management leadership for Task 2 (Contract Modification) and Task 3 (Vendor Billing Repository) initiatives
• Lead telecommunications contract administration activities and serve as primary subject matter expert for complex telecommunications services
• Handle Tier 2 and Tier 3 incident resolution for telecommunications-related issues and escalations
• Support contract modification workflows and ensure accurate billing data reconciliation across multiple vendor systems
• Analyze telecommunications market offerings, physical infrastructure relationships, dependencies, and naming conventions
• Evaluate and map telecommunications operational support systems including order management, inventory, provisioning, and billing platforms
• Participate in all transition activities, senior leadership meetings, and client presentations
• Analyze complex fee structures encompassing location-based pricing, transport and access costs, service tiers, speed variations, distance factors, and banding structures
• Update contract data mapping and referencing information to ensure data consistency across vendor price data
• Facilitate understanding of vendor data dictionaries and map various data file types for billing, ordering, disputes, adjustments, and tax surcharges

𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐝 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬

• Bachelor's degree in Business, Operations Research, Management, Engineering, or related technical/scientific field
• Minimum 5 years of relevant experience in telecommunications analysis and contract administration
• Demonstrated experience providing comprehensive telecommunications analysis including market offerings, physical infrastructure, and operational support systems
• Proven experience analyzing, servicing, or processing multiple service offerings on telecommunications contracts
• Experience with agency inventories and telecommunications procurement processes

𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐝 𝐒𝐤𝐢𝐥𝐥𝐬

• Advanced problem-solving abilities related to the intersection of acquisition and technology
• Deep knowledge of telecommunications contract services and pricing data structures
• Expertise in vendor data dictionary interpretation and data file mapping (central/direct billing, ordering/invoice, billing disputes, adjustments, tax surcharges)
• Strong analytical skills for complex fee structure evaluation including location, transport, access, service, speed, distance, and banding components
• Excellent communication and presentation skills for senior leadership and client interactions
• Ability to manage multiple complex projects simultaneously
• Strong attention to detail and data accuracy

• Advanced degree in relevant technical field
• Experience with government telecommunications contracts and compliance requirements
• Knowledge of telecommunications industry standards and regulatory frameworks
• Experience with data reconciliation tools and contract management systems
• Project management certification (PMP, Agile, etc.)
